Recently, the People's Government of Guangdong Province and the China Meteorological Administration jointly issued the "Three Year Action Plan for Promoting Meteorological Development in the Guangdong Hong Kong Macao Greater Bay Area (Guangdong Part) (2024-2026)" (hereinafter referred to as the "Three Year Action Plan"), further enhancing the fundamental role of meteorology in ensuring life safety, production development, prosperity, and good ecology in the Guangdong Hong Kong Macao Greater Bay Area, and clarifying the key tasks and responsibilities for meteorological development in the Guangdong Part from 2024-2026. The Three Year Action Plan clarifies five key tasks: firstly, to strengthen joint construction and sharing, and to solidify the foundation for the development of smart meteorology. Establish the World Meteorological Center (Beijing) Guangdong Hong Kong Macao Greater Bay Area Differentiation Center, establish a high-level meteorological monitoring and early warning center, establish the Guangdong Hong Kong Macao Greater Bay Area Meteorological Research Institute, and build an open and shared platform for meteorological innovation. The second is to break through core technologies and create a highland for meteorological technology innovation. Building a precise weather monitoring network, constructing and improving a smart meteorological cloud platform, strengthening the construction of atmospheric science experimental bases in the Greater Bay Area, improving the high-resolution regional numerical forecasting model system, and vigorously promoting the development of intelligent forecasting technology. The third is to strengthen high-quality supply and ensure that the Bay Area is livable, business friendly, and tourist friendly. Enhance the ability to release emergency warning information, optimize the supply of public meteorological services, promote the construction of a modern economic system empowered by "meteorological+", enhance the ability to respond to climate change, strengthen the support and guarantee of urban operation and decision-making services, carry out refined meteorological services in the Hengqin Guangdong Macao Deep Cooperation Zone, build a strong storm forecast and warning demonstration system, build an urban ecological environment meteorological science and technology innovation demonstration platform, carry out modern agricultural meteorological service demonstration construction, build a town and street meteorological disaster prevention and reduction demonstration defense system, build a rural revitalization meteorological service demonstration platform, and establish a meteorological safety technology demonstration platform. Fourth, deepen international cooperation and jointly promote the construction of the "the Belt and Road". We will optimize meteorological services along the the Belt and Road and deepen international meteorological cooperation and exchanges. The fifth is to innovate the development mechanism and promote the deep integration and development of various regions in the Greater Bay Area. Establish a sound emergency coordination mechanism for meteorological early warning and forecasting, establish a joint mechanism for tackling key core technologies, improve the mechanism for sharing meteorological data information, actively integrate into the construction of a talent highland in the Guangdong Hong Kong Macao Greater Bay Area, and play a leading role in the radiation development of meteorology in the Guangdong Hong Kong Macao Greater Bay Area.
