These two "firsts" accelerate the hard connectivity of Guangdong's "five major metropolitan areas"

2023-12-26

Recently, Guangdong Province released the development plans for the five metropolitan areas of Guangzhou, Shenzhen, the west bank of the the Pearl River Estuary, Shantou Chaojie, and Zhanjiang Maoming. The development plans of each metropolitan area have put forward requirements for the interconnection and integrated development of cities within the metropolitan area and with other metropolitan areas. How to link and how to integrate? One of the answers is to strengthen the free flow of people and goods through the main transportation corridors. Coincidentally, Guangdong is home to multiple large transportation hubs and a well connected road and railway transportation network, providing a basis for the integrated development of the five major metropolitan areas. The dense transportation network is mainly based on the findings of reporters, and the development plans of the five major metropolitan areas have proposed the requirement of "interconnection and integrated development" between cities within the metropolitan area and other metropolitan areas. Ai Xuefeng, Director of the Development and Reform Commission of Guangdong Province and Director of the Greater Bay Area Office, also stated in a media interview that emphasis is placed on strengthening the linkage between Guangzhou and Shenzhen in the planning process, and promoting all-round cooperation between the Guangzhou and Shenzhen metropolitan areas; We will promote the western bank of the the Pearl River Estuary, Shantou Chaojie, and Zhanjiang Maoming metropolitan areas to actively take over the radiation and drive of Guangzhou and Shenzhen metropolitan areas, and accelerate the construction of a "nuclear+sub center" dynamic mechanism. For example, the Development Plan of Guangzhou Metropolitan Area clearly states that, with Guangzhou as the center, the core area of Guangzhou and Foshan as the guide, the central urban areas of Zhaoqing and Qingyuan as the development poles, relying on the main traffic corridors, the overall development pattern of the metropolitan area of "one core, two poles and four axes" will be constructed, and the cooperation and linkage with Shenzhen Metropolitan Area and the western the Pearl River Estuary Metropolitan Area will be deepened to form the development pattern of the metropolitan area of core leadership and axis support. For example, the "Development Plan for Shenzhen Metropolitan Circle" proposes to enhance the core competitiveness and radiating driving capacity of the central city of Shenzhen, accelerate the improvement of the development level of Dongguan and Huizhou sub centers, build a high-level growth pole of the Shenzhen Shantou Special Cooperation Zone, form an overall development layout of the metropolitan area with "one main, two sub, one pole and four axes", and achieve central leadership, axis support, and collaborative linkage. The Plan for the Development of the Metropolitan Circle on the West Bank of the the Pearl River Estuary also points out that the Metropolitan Circle, guided by regional coordination, functional complementarity, and radiation expansion, takes Zhuhai as the core, Zhongshan, Jiangmen, and Yangjiang as the growth poles, and builds an overall development pattern of the Metropolitan Circle with "one core, three poles, two circles, and four axes" to achieve core leadership, axis support, and circle expansion. It is not difficult to see that requirements such as "cooperative linkage" and "collaborative linkage" are extremely prominent in the above planning. So, with clear goal planning, how can we achieve it? The reporter further analyzed and found that the development plans of the five urban agglomerations all use dense transportation networks as the basis and prerequisite for linkage. As proposed in the "Development Plan for the Zhanmao Metropolitan Area", the focus is on promoting infrastructure integration, strengthening two-way transportation connections and major infrastructure collaborative construction between the two cities, and jointly building an integrated infrastructure network for the metropolitan area. Focusing on "jointly building an efficient modern infrastructure", Zhanjiang City will focus on building a fast rail backbone network, accelerate the construction of the Guangzhou Zhanjiang High Speed Railway, and commence the construction of the Zhanhai High Speed Railway and the Hezhan High Speed Railway. Expand the high-quality expressway network, accelerate the construction of projects such as the Nansan Island Bridge of the Ring Expressway, the reconstruction and expansion project of the Maozhan Expressway, and the Zhanjiang Airport Expressway, accelerate the construction of the Guangdong section of the Nanzhan Expressway, and plan to construct projects such as the Maowu Expressway. Continuous improvement of transportation facilities in various metropolitan areas for urban development,
