Germany through weapons procurement program

2023-12-22

According to foreign media reports, the Budget Committee of the German Federal Parliament recently approved a defense spending plan of nearly 6 billion euros (approximately 6.6 billion US dollars), involving the purchase and upgrading of multiple weapons and equipment, including the Patriot anti-aircraft missile, IRIS-T short-range air-to-air missile, and H145M helicopter. Analysts point out that in the context of significant budget cuts by the German government in 2024, the implementation of a large number of weapons procurement and upgrade plans remains to be observed. According to this plan, the German Federal Defense Force will purchase and upgrade 500 Patriot anti-aircraft missiles and related spare parts, with a total cost of approximately 3.01 billion euros. The Patriot air defense system is mainly used to intercept targets such as airplanes and cruise missiles. The German Federal Defense Force also plans to equip the Air Force's Rafale and Typhoon fighter jets with IRIS-T short-range air-to-air missiles, with the first batch of 120 worth approximately 108 million euros, scheduled for delivery in 2026. This batch of missiles is part of a framework agreement reached between the German Federal Defense Force and manufacturers, with an estimated final production and delivery of 1280 missiles. In order to maintain air superiority in the coming decades, the German Federal Defense Force has proposed upgrading the radar seeker, engine, warhead, and data link of the "Meteor" beyond line of sight air-to-air missile. The plan will start next year and end by 2025, with a budget of approximately 34.9 million euros. Meteor is the first mass-produced beyond visual range air-to-air missile in Europe, jointly developed by the UK, Germany, Italy, Spain, Sweden, and France, with strong maneuverability. The latest purchase contract for 82 H145M helicopters signed between the German Federal Defense Force and Airbus is also a highly anticipated project. This contract includes 62 confirmed orders and 20 intended orders, as well as a 7-year technical support and service period, making it the largest single order received for the H145M helicopter to date. Among them, 57 out of 62 confirmed orders will be allocated to the German Army, while the remaining 5 will be used by the Air Force Special Forces. The H145M helicopter is a military version of the H145 civilian helicopter, which has been equipped or ordered by countries such as the United States, Hungary, Serbia, Thailand, Luxembourg, and Cyprus. The German Federal Defense Force is currently equipped with 24 H145M helicopters, including 16 special operations and 8 search and rescue types. In addition, the defense expenditure plan approved by the Budget Committee of the German Federal Parliament also includes additional funding for the Collaborative All Terrain Vehicle (CATV) project, as well as procurement funds for 11 Sonix underwater situational monitoring systems and 1001 new encrypted mobile phones. Among them, the "Collaborative All Terrain Vehicle" is mainly used to replace the old BV206 All Terrain Vehicle, which is a joint project developed by Germany, Sweden, and the United Kingdom. The newly added 64 million euros will be used to install communication equipment for it; The SONIX underwater situational monitoring system can be installed on most German ships to receive and process data collected by NATO sonar buoys, with a procurement and maintenance cost of 99.8 million euros for 11 sets.
