"Jumping out of the Countryside" Revitalizing the Countryside, Allowing Farmers to Move Forward and Back Between Urban and Rural Areas

2023-12-19

The recently held Central Political Bureau meeting proposed to coordinate the new urbanization and comprehensive rural revitalization. The Central Economic Work Conference further clarified the need to organically combine the promotion of new urbanization with the comprehensive revitalization of rural areas. Against the backdrop of sufficient and stable supply of agricultural products, the conference has listed persistently focusing on agriculture, rural areas, and farmers as one of the nine key tasks for next year, sending a strong signal. From rural China to urban-rural China, rural areas are different from the past. Entering the village, the influence of urban civilization is ubiquitous. People living in it are experiencing profound changes. To solve rural problems, one must find answers from both the village and the city. To promote rural revitalization, we cannot focus solely on rural areas, but should strengthen the use of industry to supplement agriculture and cities to drive rural areas, and accelerate the formation of a new type of urban-rural relationship between industry, agriculture, and rural areas. On the one hand, promoting a people-oriented new type of urbanization, promoting two-way flow and equal exchange of urban and rural factors; On the other hand, we must prioritize the development of agriculture and rural areas, and stimulate the endogenous power of rural areas through policy incentives. Only by handling the urban-rural relationship well, designing and promoting it together, can we achieve the integration, interconnection, and complementary functions of the urban-rural economy. Urbanization is the process of population migration from rural areas to cities, accompanied by factor aggregation and industrial upgrading. At present, about 10 million farmers are urbanized every year, and nearly 300 million migrant workers have become an important component of industrial workers. The urbanization rate of China's permanent population is 65.2%, and there is still much room for improvement. However, the urbanization rate of registered residence population is 17.5 percentage points lower than that. Making up this gap will release huge social demand and smooth the economic cycle between urban and rural areas. It should be noted that the country did not mention "urbanization" from the beginning, but rather "urbanization", with the aim of promoting urban-rural integration. Chinese farmers want to go to cities, but it's impossible for all of them to go to cities, let alone big cities. In fact, allowing farmers to move in and out between urban and rural areas is a special advantage of China's characteristic urbanization path. Looking back at the development of rural areas, many achievements have been made in recent years, achieving continuous abundant grain production and rapid income growth for farmers. But it goes without saying that agricultural efficiency is still lower than non-agricultural industries, and the income gap between urban and rural areas is still significant. However, no matter how industrialization develops, the basic status of rural areas has never changed. Agriculture is an industry that employs nearly 200 million people, and rural areas are the permanent homes of nearly 500 million farmers. Rural areas are abundant rice bowls, vast markets, sources of labor, and blue oceans for industrial transfer. Ensuring supply, income, ecology, and stability, rural areas are the strategic rear for building a new development pattern. At present, rural areas are facing unprecedented changes, and by grasping this variable, we can grasp the key to achieving stability and prosperity. To promote rural revitalization, we must always adhere to the integration of urban and rural development and act according to objective laws. Only in this way can villages not only enjoy modern convenience but also adapt to the rural texture, integrate into modern civilization and retain historical traces. Position the industry well and follow the laws of the industry itself. Food security is fundamental, and we need to rely on technology and arable land to do everything possible to stabilize and improve food production capacity. Efforts should be made to enhance the value-added of the "grain head and food tail", "livestock head and meat tail", and "agricultural head and industry tail" industrial chains, improve the mechanism of interest linkage, and enable farmers to share more value-added benefits. Aiming at the requirements of high-quality development, agriculture should shift from an increase in production oriented approach to an improvement in quality oriented approach, and implement a comprehensive approach
