Recently, Tsinghua University released the "China Local Data Development Report (2023)" and the Data Development Index (DDI). The report pointed out that the level of data development is positively correlated with the local economic level, data resources and economic development are mutually empowered, and data circulation efficiency is positively correlated with the level of data infrastructure construction. The report is based on the "Sustainable Data Development Ecological Model" and comprehensively evaluates the development of local data in 31 provinces (regions, cities) across the country through five primary indicators: data innovation application, data element circulation, data resource construction, data infrastructure, data governance and security, as well as 16 secondary indicators. The report shows that the average local data development index in China is 0.41, with Beijing having the highest (0.61). Among the municipalities directly under the central government, Beijing and Shanghai have entered the leading (mean 0.59) tier, while Tianjin and Chongqing are in the breakthrough (mean 0.43) tier; In other regions, Zhejiang, Shandong, Guangdong and Jiangsu have entered the leading (average 0.59) echelon; Fujian, Guizhou, Sichuan, Hubei, Guangxi, Anhui, Hunan, Hebei, Jiangxi, Hainan and Henan are in the breakthrough (average 0.43) echelon; Liaoning, Shanxi, Shaanxi, Yunnan, Jilin, Heilongjiang, Gansu, Inner Mongolia and Xinjiang are in the aggressive (average 0.32) echelon; Ningxia, Qinghai and Xizang are in the catch-up (average 0.26) echelon. The report believes that the ecological development of local data in China is taking shape, and the development is still in its early stages. The overall level of development is not high, presenting a gradient development pattern of "East Central West". The "goose formation effect" is gradually becoming a prairie fire, the level of data innovation and application is steadily improving, the data element circulation system is gradually improving, the data resource system is accelerating the establishment, the construction of data infrastructure is accelerating, and the data governance and security system is preliminarily forming. The "Head Wild Goose Demonstration" leads the development of data, and Beijing, Zhejiang, Shanghai, Shandong, Guangdong, and Jiangsu leverage their own advantages to take the lead and create many replicable and promotable advanced experiences, becoming a leader in national data development and innovation. The report found that the level of data innovation and application in various regions has steadily improved. Through scenario driven, digital real integration, and innovative application, we have achieved data empowerment for high-quality economic development, improved government services, optimized allocation of social resources, cultural innovation and inheritance, and green and sustainable development of ecological civilization. The development of data is positively correlated with the local economic level, and data resources are mutually empowered with economic development. A good economic foundation gathers better digital talents and technologies, and the value of unit data resources is more fully released, which in turn empowers economic development. The average GDP output per unit of data resources in leading regions is 20 billion yuan/EB, while other tier regions are concentrated at around 12 billion yuan/EB. The efficiency of data circulation is positively correlated with the level of data infrastructure construction. Building a data infrastructure that adapts to the characteristics of data elements, promotes data circulation and utilization, and maximizes the value and utility of data can provide strong support for data connection, processing, and circulation. The two work together to promote the improvement of local data development level.
