From the 12th to the 13th, the 8th Joint Committee Meeting of the Agreement on Facilitating Cross border Transport of Goods and Personnel in the Greater Mekong Sub region was held in Haikou, Hainan. The heads of transportation authorities and relevant institutions from Cambodia, China, Laos, Myanmar, Thailand, and Vietnam jointly discussed new paths for connectivity and cooperation in the Greater Mekong Sub region, promoting new and greater breakthroughs in the facilitation of cross-border transportation of goods and personnel, Injecting strong impetus into the economic and social development of the Greater Mekong Subregion. The representatives unanimously believe that the Greater Mekong Sub region is geographically close, closely related, and culturally connected. In recent years, member countries have relied on bilateral and multilateral mechanisms such as the Joint Committee of the Transport Facilitation Committee to strengthen communication and practical cooperation, and have simultaneously made efforts in the "hard connectivity" of infrastructure and the "soft connectivity" of institutional rules, reducing transportation and trade barriers, promoting the effective flow of goods, funds, technology, and personnel, and laying a solid foundation for promoting the healthy and sustainable development of the sub regional economy and society. The meeting reviewed and approved documents such as the Implementation Work Plan for the Greater Mekong Subregion Agreement on Facilitating Cross border Transport of Goods and Personnel from 2024 to 2028, and reached a consensus on the extension of the Memorandum of Understanding on the Implementation of the Greater Mekong Subregion Agreement on Facilitating Cross border Transport of Goods and Personnel for Early Harvest. It was decided to resume cross-border transportation services for Early Harvest from April 1, 2024, Extend the validity period of the "Early Harvest" Memorandum of Understanding until December 31, 2026. The signing ceremony of the Memorandum of Understanding on Increasing the Routes and Entry and Exit Ports of Protocol I to the Agreement on Facilitating Cross border Transport of Goods and Personnel in the Greater Mekong Subregion was held during the conference. After the Memorandum of Understanding takes effect on the same day, member states will accelerate the opening of revised routes and transit ports, actively explore and expand the addition of other routes and transit ports, further weave a dense cross-border transportation network, and promote common prosperity and development in the Greater Mekong Subregion. Li Yang, the head of the Chinese delegation and Deputy Minister of Transport, stated that the next step will be to continuously strengthen mutual trust and cooperation among countries, carry out active dialogue, organize meetings of senior officials from various groups, continuously improve the level of international road clearance facilitation, and further enhance clearance efficiency. At the same time, we will promote the comprehensive implementation of various documents, strengthen enforcement efforts and optimize regulatory mechanisms, continuously improve the level of trade transactions between regional countries, and promote regional integration.
