According to the 52nd Statistical Report on the Development of China's Internet released by the China Internet Network Information Center (CNNIC), as of June this year, the number of internet users in China has reached 1.079 billion, with internet users under the age of 10 and those aged 10-19 accounting for 3.8% and 13.9% respectively, and the number of adolescent internet users reaching nearly 200 million. Strengthening the online protection of minors has become a national action. The Regulations on the Network Protection of Minors (hereinafter referred to as the "Regulations") issued by the State Council will come into effect on January 1, 2024. This is the first comprehensive legislation on the network protection of minors in China. Tong Lihua, Director of the Beijing Youth Legal Aid and Research Center, believes that the online protection of minors involves various aspects such as the government, schools, families, and enterprises. Only with the joint efforts of all parties can the problem be effectively solved. Tong Lihua pointed out that platform enterprises play an important role in the protection of minors on the internet. The Regulation stipulates several very specific provisions, such as Article 20 requiring "regular assessment of the impact of minors on internet protection" and "annual release of specialized social responsibility reports on the protection of minors on the internet"; Article 37 requires that "personal information processors shall conduct annual compliance audits on their compliance with laws and administrative regulations in handling personal information of minors, either on their own or by entrusting professional institutions, and timely report the audit results to departments such as the Cyberspace Administration."; Article 42 requires that "network product and service providers shall establish and improve anti addiction systems, shall not provide products and services that induce minors to become addicted, timely modify content, functions, and rules that may cause minors to become addicted, and publish anti addiction work to the society every year and accept social supervision.". Sun Hongyan's team conducted a survey on children and adolescents in 10 provinces across the country based on scientific sampling, and found that three adults occasionally feel depressed and anxious. Correspondingly, in their previous surveys targeting the youth and children group, the topic of "what parents care about you the most" has always been ranked first with "academic performance", and the last with "friendship and emotional changes".
