The detailed control plan for the Dongsha area of Liwan District was approved at the 15th meeting of the Regional Planning Professional Committee of the 4th Guangzhou Municipal Planning Commission recently. The plan implements the development requirements of the "1+4" Guangzhou Foshan High Quality Development Integration Pilot Zone, increases residential and supporting facilities, improves the complexity of land functions, and creates the "Dongsha International Trade Port, Industry City Synergy and Vitality Bay". At the same time, 247 meters of new headquarters landmarks will be built in the area. The west bank line of the the Pearl River Rear Channel will form a primary landmark system of 150 meters to 250 meters. Dongsha area and Guangchuan area will form two landmark nodes. Increase the living area of more than 300000 ㎡, and the project plot of gathering population vitality is located in the southeast corner of the White Goose Pond Business District, the rear channel of the the Pearl River. The north side of the planning adjustment scope is the Guangchuan area and Dongsu Village, the south side is the Pingzhou Waterway, and the west side is the Guanggang New City. The Healthy Ark and Guangzhou Happiness Bay have been built, while the remaining plots have not been constructed yet. This plan continues the development and construction of the healthcare industry ecosystem in the pharmaceutical port, implements the development requirements of the "1+4" Guangzhou Foshan high-quality development integration pilot zone, and creates the Dongsha International Trade Port. Plan to strengthen the overall coordination and optimization of the functional layout of the Bai'etan Business District, increase living facilities, improve spatial quality, gather population vitality, form a new type of industrial city integration demonstration zone, and enhance the commercial vitality of the big health industry ecosystem. In the current planning scheme, the total construction area is 2.55 million square meters, and the production to housing ratio is 8:2. The investment attraction rate of the completed Health Ark is about 30%, which is not attractive to high-end talents. This time, we will promote the active utilization of undeveloped land and enhance the popularity of the area by optimizing land layout and balancing the proportion of occupation and housing. From the perspective of planning indicators, the current nature of controlled land use includes commercial and commercial land, administrative office land, scientific research land, etc., with a total construction area of 603300 square meters. Among them, the construction area of commercial, administrative, scientific research and other areas is 551200 square meters, and the construction area of public services and municipal supporting facilities is 52100 square meters. After planning optimization, the land use nature has been adjusted to commercial and residential land, residential land, primary and secondary school land, etc. The total area of planning adjustment is 583000 square meters (excluding reserved land), including 324600 square meters of residential building area, 194200 square meters of commercial and commercial building area, and 64200 square meters of public service supporting building area. By increasing the residential population by over 10000 and supplementing living service facilities, we will also coordinate the renovation of the area, link reserve land with existing land, and supplement living service facilities. According to current regulations, there is a gap in educational facilities in the Dongsha area, and the existing areas are particularly lacking in middle and high schools. Through this planning optimization, the land will be filled with some educational facilities gaps, and the construction of complete secondary schools in the southern area will be implemented through the acquisition of agricultural land in Dongsu Village. Comprehensively allocate diversified community service facilities, including medical and health facilities, cultural and sports facilities, increase supporting services in the area, and improve livability. After planning optimization, an additional 10488 residents will be added, requiring a total of 9 classes in junior high school, 19 classes in primary school, and 14 classes in kindergarten.
