The plan proposes to leverage the advantages of the "Guangdong Business Connect" platform in covering active market entities, optimize the full chain of business services for market entities, and provide full chain and handheld services for enterprises in the Greater Bay Area. Accelerate the sharing of customs clearance data and system integration among Guangdong, Hong Kong, and Macao, further shorten the circulation chain of goods, and promote the "one code customs clearance" of personnel. The plan proposes to accelerate the agglomeration and development of digital energy industries in the Bay Area. Promote the joint innovation and industrialization of digital technology in Guangdong, Hong Kong, and Macao, and create a cluster area for information and innovation, digital government, data, and cybersecurity industries. Encourage enterprises and research forces in the three regions to carry out research and construction on general artificial intelligence, accelerate industrial digital transformation, and stimulate the momentum of digital technology innovation. The plan also proposes to accelerate the integration of government services in Guangdong, Hong Kong, and Macao. Open up the government service chain and data flow bottlenecks in the three regions, optimize unified identity authentication and electronic signature mutual recognition, and achieve more high-frequency services for residents and enterprises through cross-border communication.
