We have also set a clear action "roadmap" and "timetable". As an important measure to deeply implement the spirit of the 20th National Congress of the Communist Party of China, the issuance and implementation of opinions will inject more momentum into the operation of more fair and high-quality basic education, and provide more solid support for the construction of an educational powerhouse. Basic public education services are fundamental public services provided in the field of education, which are related to the most direct and practical interests and demands of all the people, and have significant foundational, inclusive, public, and developmental characteristics. This means that we not only need to firmly establish the people-centered development concept, adhere to education for the benefit of all people, and strive to ensure that everyone can equally enjoy the right and opportunity to education. At the same time, we also need to adapt education to the level of China's economic and social development, and better meet the growing needs of the people for a better life. Since the 18th National Congress of the Communist Party of China, the policy and institutional system of basic education in China has been further improved, and the development of basic education has achieved historic achievements, achieving education for young children and education for learning. We have built the largest education system in the world, and the popularization of basic education has generally reached the top level in the world, providing a solid foundation and support for building a moderately prosperous society in all respects and promoting Chinese path to modernization. In 2022, the consolidation rate of nine-year compulsory education in China reached 95.5%, an increase of 3.7 percentage points compared to 2012; 95.2% of the children of migrant workers who enter cities during the compulsory education stage study in public schools or enjoy government purchased degrees. At present, all 2895 county-level administrative units in China have achieved basic balanced development of compulsory education at the county level. However, we should also be aware that the problem of imbalanced and insufficient development of public education services in China is still prominent, and the overall supply of high-quality resources is insufficient and the allocation is uneven, which still needs to be addressed urgently. Expanding the supply of high-quality education resources and promoting the equalization of basic public education services is not only an urgent need for the people, but also a need to adapt to economic and social development. The key to promoting the expansion and improvement of basic education lies in deepening the supply side reform of basic education. We need to continuously improve the supply system, further expand the total supply, optimize the supply structure, explore differentiated supply methods, and continuously improve the level of equalization of basic public education services. In addition, it is also necessary to improve the modern governance system of education. Only by continuously breaking down the institutional and institutional barriers that constrain the development of education can we promote the development of education in a content oriented manner and truly enable eligible students to enjoy fair and high-quality public education services.
