On the 7th, 11 departments including the Ministry of Ecology and Environment announced the "Action Plan for Methane Emission Control", which clearly proposed methane emission control goals during the 14th and 15th Five Year Plans. This is the top-level design document for methane emission management and control in China. The plan proposes that during the 14th Five Year Plan period, a methane emission control policy, technology, and standard system will be gradually established, and basic capabilities such as methane emission statistical accounting, monitoring and supervision will be effectively improved. Positive progress will be made in methane resource utilization and emission control work. The methane emission intensity of agricultural products from planting and aquaculture units has steadily decreased, and the utilization rate of urban domestic waste resources and the harmless disposal rate of urban sludge in China have continued to improve. According to the plan, during the 15th Five Year Plan period, the methane emission control policy, technology, and standard system will be further improved, and the basic capabilities of methane emission statistics, accounting, monitoring, and supervision will be significantly improved. The methane emission control ability and management level will be effectively improved. The utilization level of coal mine gas has further improved, and the methane emission intensity of agricultural products from planting and breeding units has further decreased. Afterwards, the oil and gas extraction industry strives to gradually achieve zero conventional torches for onshore oil and gas extraction. The person in charge of the Ministry of Ecology and Environment introduced that methane, as the second largest greenhouse gas in the world, has high warming potential and short lifespan, mainly sourced from fields such as coal, oil and gas production, agriculture, and waste treatment. Actively, steadily, and orderly controlling methane emissions combines the climate benefits of slowing down global temperature rise, the economic benefits of energy resource utilization, the environmental benefits of collaborative pollutant control, and the safety benefits of reducing production accidents. China attaches great importance to methane emission control work. The plan prepared and released this time is an important measure to implement the decisions and deployments of the Party Central Committee and the State Council. It is an inherent requirement for promoting high-quality development in China and promoting coordinated efficiency in pollution reduction and carbon reduction. It is China's independent action to actively respond to climate change and also a positive contribution to global climate governance.
