In terms of development prospects, humanoid robots are expected to become a disruptive product after computers, smartphones, and new energy vehicles, profoundly changing human production and lifestyle, and reshaping the global industrial development pattern. China's humanoid robot industry has had a certain foundation in the early stage, but there are still shortcomings and weaknesses in key basic components, operating systems, complete machine products, leading enterprises, and industrial ecology. It is necessary to strengthen policy guidance, gather resources to promote key technological innovation, and cultivate new quality productivity. The issuance of the "Guiding Opinions" is at the right time, and strategic arrangements have been made according to the planned three-year and five-year timeline. It is proposed that by 2025, the "humanoid robot innovation system will be preliminarily established" and "2-3 ecological enterprises with global influence and a group of specialized, refined, and new small and medium-sized enterprises will be cultivated"; By 2027, the technological innovation ability of humanoid robots will significantly improve, and the comprehensive strength will reach the world's advanced level, providing a timetable and roadmap for promoting the high-quality development of the humanoid robot industry. Core technology, key technology, and karma cannot be transformed. The Guiding Opinions emphasize that breakthroughs should be made in key technologies such as the "brain" and "cerebellum" of humanoid robots, as well as in key technological innovation systems. The main focus should be on building complete machine products, consolidating basic components, and promoting software innovation. Suggestions and measures should be proposed from three directions: specific fields, typical manufacturing scenarios, people's livelihoods, and key industries. It is not difficult to find that the Guiding Opinions not only fully leverage the regulatory role of the government in the market economy, strengthen policy guidance, strengthen resource aggregation, and promote technological innovation, but also fully leverage the role of enterprises in promoting innovation and creation, promoting enterprises to become the main body of technological innovation decision-making, research and development investment, scientific research organization, and achievement transformation, condensing and expanding new space for development and shaping new advantages for development. Of course, it must be recognized that security and development are two wings of one body and two driving wheels. The innovation and breakthrough of any technology are accompanied by exciting changes, as well as a series of risks and challenges. The Guiding Opinions have made relevant forward-looking deployments in this regard, which will undoubtedly promote the coordinated development of technological innovation and technological ethics.
