Customs promotes the construction of high-level free trade pilot zones: innovating regulatory systems and optimizing business environment

In the past 10 years since the construction of China's Pilot Free Trade Zone, the customs has taken replicability and promotion as the basic requirements, actively carried out regulatory system innovation, continuously optimized the business environment, and helped to create a high-level platform for opening up to the outside world. According to statistical data, from January to August this year, China's 21 free trade pilot zones achieved a total import and export value of 4.98 trillion yuan, a year-on-year increase of 4.7%, 4.8 percentage points higher than the national foreign trade growth rate, accounting for 18.4% of the total foreign trade import and export value during the same period. Innovative measures have been launched to highlight unique advantages. Recently, 17.4 tons of stainless steel wire were transported by railway from the inland city of Zaozhuang in Shandong to the Qingdao Qianwan Port Terminal in the Shandong Pilot Free Trade Zone, and shipped overseas through the "land sea linkage and sea rail direct transportation" method. Huangdao Port is one of the important sea ports in the Yellow River Basin. Huangdao Customs, under the jurisdiction of Qingdao Customs, fully utilizes its port location advantages, innovates the logistics model of "land sea linkage, sea rail direct transportation", supports the construction of inland ports, and serves the high-quality development of the Yellow River Basin. In this mode, the clearance time for each shipment of goods by the enterprise is reduced from 20 hours to 3 hours, and compared to road transportation, the comprehensive transportation cost in China is reduced by 20%. The free trade pilot zone is a "test field" for China to comprehensively deepen reform and expand opening up. The General Administration of Customs actively promotes the coordinated development of special supervision areas for customs supervision and free trade pilot zones. The customs of each pilot zone have innovative ideas and prominent characteristics, and carry out innovative work on customs supervision systems according to local conditions, continuously improving the "gold content" of innovative measures. In the Qingdao area of the Shandong Pilot Free Trade Zone, Huangdao Customs has established 12 business expert groups and 6 reform teams to fully carry out integrated innovation research. Over the past four years, Huangdao Customs has launched a total of 28 free trade innovation practice cases, 16 innovative measures have been replicated and promoted throughout the province, and 5 innovative measures have been filed with the General Administration of Customs. As the competent customs of Zhuhai Hengqin area in Guangdong Pilot Free Trade Zone, Hengqin Customs under Gongbei Customs continuously optimizes regulatory services, accelerates the connection of Qin'ao rules and mechanisms, and serves the coordinated development of Qin'ao. In the first three quarters of this year, Hengqin Port released over 11.5 million inbound and outbound passengers and 1.4 million inbound and outbound vehicles, with year-on-year growth of 111% and 79% respectively. In the Sichuan Pilot Free Trade Zone, Chengdu Customs has launched 44 innovative achievements in free trade, of which 2 have been replicated and promoted nationwide, 1 has been selected as a national best practice case, and 21 have been replicated and promoted throughout Sichuan Province. Dalian Customs has launched cloud series innovations such as "cloud issuance", "cloud eye inspection", and "cloud enterprise communication" to create high-quality brands that promote investment and trade facilitation through innovation in free trade pilot zones. At present, more than 210000 certificates have been issued through the "Cloud Issuance" platform, covering 23 categories of certificates shipped to 194 countries (regions), covering over 90% of the visa business for exported goods. During the peak export season, we need to declare nearly 70 batches of wooden doors every month. After using 'cloud issuance', we only need to fill out relevant information online and no longer need to go to the site to handle it.
