In 2019, Gaoqing County began the overall relocation project of the Yellow River Beach area, and Guo Wang Village, where Qiu Yanxiao is located, was also included in the relocation. His ferry work came to an end. Li Mengnan, Deputy Mayor of Heilizhai Town, said that the relocation project for residents in the Yellow River beach area involves four administrative villages, with 525 households and 2055 people. Guo Wang Village is one of them. At that time, a relocation command center was established in the town, working from village to household, and proposing targeted solutions based on difficulties and bottlenecks. She said that they also held a special party class on the relocation of the Yellow River beach area, sitting on a bench with the people, carefully interpreting policy regulations, and dispelling everyone's ideological concerns. On December 22 of the same year, the second phase of the relocation project in the Yellow River Beach area of Heilizhai Town was successfully held, and 147 households moved into their new homes.
