Since the reform and opening up, the eastern region has taken the lead in developing with its advantages in labor and resources, forming significant advantages in terms of technological innovation ability and industrial competitiveness. However, in recent years, with the rising cost of factors such as labor, land, and raw materials, as well as multiple factors affecting them, the contradiction between resource and environmental constraints in the eastern region has become prominent, and the pressure for industrial upgrading is high. The central region can precisely rely on its advantages in industry, resources, location A good foundation in talent and other aspects can undertake industrial transfer in the eastern region, forming a latecomer advantage. The policy system provides a solid guarantee for advanced manufacturing clusters in the central region. Since the first proposal of "promoting the rise of the central region" in the "Government Work Report" in 2004, the development of modern equipment manufacturing and high-tech industries has been an important part of it. Entering the new era, a series of national policies have been introduced to promote high-quality development in the central region.
