Do you have a bank card that you haven't used in 3 years?

2023-10-19

Each person holds 6 bank cards, how many do you have? There are more "sleeping accounts" for individuals, usually because cardholders have "unknowingly" applied for multiple bank cards, but not all of them are used normally, and some have forgotten to do so. According to data previously disclosed by the People's Bank of China, as of the end of the second quarter of this year, a total of 9.621 billion bank cards were issued nationwide, an increase of 0.5% month on month, with an average of approximately 6.81 bank cards held per capita. The issue of 'sleeping accounts' has existed for a long time. In recent years, multiple banks have begun to clean up such accounts. However, there is no unified definition for "sleeping accounts" among different households. Some banks have set a deadline of 5 years. As announced by the Agricultural Bank of China on May 29th, they will gradually carry out the inspection and cleaning of current passbooks starting from July 2023. The scope of inspection and cleaning is "as of the end of 2022, current passbooks with no transactions, zero deposit balance, and no other related business for more than five years (including five years). Most banks that have not conducted transactions in the past three years and have a current balance of 0 yuan are considered as sleep cards or personal long-term fixed accounts and included in the scope of clearing. If the customer still wants to continue using the 'sleeping account' that falls within the scope of cleaning, what should be done? Each bank also has different measures. Bank of Communications stated in its announcement that if a customer's debit card is within the scope of clearance but wishes to continue using it, the card can be used before a specific date (or less than three years before it meets the clearance scope) and the balance should not be zero. Once the "sleeping" personal debit card is cancelled, it will no longer be able to be used again, and other normally used debit cards under the name will not be affected. Bohai Bank has issued a notice stating that if a customer's personal account is within the scope of clearing and still needs to be used normally in the future, they can promptly operate any moving account transaction through the bank's business outlet counter or self-service channel before a specific date. Previously, the Nanjing Branch of the People's Bank of China advised citizens to increase their awareness of "account inventory" and regularly sort out the accounts and asset status under their personal names in an interview with reporters. At the same time, it is necessary to enhance risk prevention awareness, properly keep important information such as bank cards, passwords, SMS verification codes, and not rent, lend, or buy or sell bank accounts. Cleaning up 'sleeping accounts' is beneficial for preventing telecommunications fraud. Why should we clean up' sleeping accounts'? What are the benefits for individuals? The mainstream view believes that there are two benefits, one of which is to prevent new types of illegal crimes in telecommunications networks. According to previous reports from the Ministry of Public Security, as bank account services are the foundation of all financial services, criminals have targeted this field and obtained a large number of bank accounts through leasing, buying and selling, engaging in illegal activities such as cross-border gambling, money laundering, and telecommunications fraud. Another benefit of clearing 'sleeping accounts' is that it is easy for banks to manage and reduce operating costs. By reducing 'sleeping accounts', banks can better manage bank card resources and save costs, avoid wasting idle capital resources, and improve bank operational efficiency by canceling dormant bank cards. The reporter learned that the "Sleeping Account" reminder is one of the special actions launched by the State Administration of Financial Regulation during the "Financial Consumer Rights Protection Education and Publicity Month" to "do practical things for the people". gold
