They are the basic guidelines for doing a good job in the education and training of cadres in the new era. The "Plan" is an important deployment made by the Party Central Committee with a focus on the Party's mission and tasks in the new era and new journey, and is an action guide for cadre education and training work in the next five years. Guided and guided by the "Regulations" and guided and driven by the "Plan", the education and training of cadres will reach a new level and embark on a new grand journey. Those who want to build a house must first cure its foundation. Cadre education and training must always maintain the correct political direction and steadily move forward on a scientific, institutionalized, and standardized track. The revision of the Regulations follows and grasps the laws and characteristics of cadre education and training work, emphasizes the latest spirit of the Party Central Committee, absorbs and elevates the innovative achievements and mature practices of cadre education and training work explored and formed at the theoretical, practical, and institutional levels into institutional norms. At the same time, it focuses on the new practice and new situation of cadre education and training work in the new era, and proposes targeted and operational measures and methods from the institutional level. For example, the time requirements for education and training of rank civil servants have been clarified, the content system for cadre education and training has been improved, and a new chapter on "Discipline and Supervision" has been added. Party committees and organizational departments at all levels should deeply understand and grasp the requirements of the "Regulations" from the perspective of the prosperity and long-term stability of the Party and the country, and effectively implement them in conjunction with the "Plan" to ensure that all regulations are implemented and effective. Our party is a highly centralized and unified Marxist political party, and unity in ideology, politics, and actions is the fundamental foundation for the continuous development and growth of the party's cause. Cadre education and training should strengthen the armed forces of Marxist theory, highlight the education of the Party's innovative theory, and guide cadres to continuously transform the Party's innovative theory into a strong force for firm ideals, refining Party spirit, guiding practice, and promoting work. Education and training should also highlight political qualities, and integrate the improvement of political awareness and ability throughout the entire process of cadre education and training, continuously improving the political judgment, comprehension, and execution of cadres. On the new journey of building a strong country, the ability of cadres to perform their duties is becoming increasingly important. We should focus on training the Party Central Committee on major decisions and deployments related to economic, political, cultural, social, ecological, and party building, in order to effectively enhance cadres' ability to promote high-quality development, serve the masses, and prevent and resolve risks.
