The reporter from Economic Reference Daily learned that the renovation of urban villages in Beijing, Shanghai, Guangzhou, Shenzhen, Chongqing and other places is steadily underway. Recently, the Ministry of Housing and Urban Rural Development has made it clear that the transformation of urban villages in China's mega cities will be divided into three categories: implementing demolition and construction, carrying out regular rectification and improvement, and implementing a combination of demolition and consolidation. According to the information system for urban village renovation of the Ministry of Housing and Urban Rural Development, there are currently 162 urban village renovation projects in China. Industry insiders have stated that the renovation of urban villages not only improves the living environment of residents, but also transforms the newly generated space into new growth opportunities. According to conservative data, it is estimated that the annual investment in urban village renovation in China will reach 840 billion yuan. In July of this year, the General Office of the State Council issued the "Guiding Opinions on Actively and Steadily Promoting the Transformation of Urban Villages in Super Large Cities" and held a teleconference for deployment. Urban villages are formed in the rapid development process of industrialization and urbanization. They generally face prominent problems such as high public health and safety risks, multiple hidden dangers in housing safety and fire safety, outdated supporting facilities, dirty and disorderly living environment, high proportion of housing poverty, and difficult social governance. They are the weak areas of urban modernization development and urgently need to be renovated. Recently, Wu Fulai, Deputy Secretary of the Party Committee of Renmin University of China, said at the "Cross border Seminar on Chinese path to modernization and the Transformation of Urban Villages in Megacities" that promoting the transformation of urban villages in megacities is a necessary prerequisite and key measure for China to break the new dual structure, systematically promote the optimization of human settlements, reform social governance and promote sustainable economic growth, and is a key measure to improve people's livelihood, expand domestic demand Promoting high-quality urban development is of great significance. Professor Ye Yumin from the School of Public Management at Renmin University of China stated that over the past 40 years, urban villages have provided low-cost living space for new citizens, becoming an important support for China's industrialization and urbanization. The transformation of urban villages is to solve people's livelihoods through housing issues, promote urbanization, and achieve new urbanization and industrialization to support modernization together. Ye Yumin said frankly that the current living environment, social status and spatial pattern of villages in cities can no longer meet the needs of common prosperity and people's better life in the new era. To some extent, they constitute difficulties and obstacles in the overall modernization of megacities and even in the process of Chinese path to modernization, and need to be updated and transformed. Overall, most of the urban villages in China's mega cities have problems with low land use efficiency, low industrial technology level, and low resident income. Ye Yumin said that the land use efficiency of urban villages is 1/10 of that of central urban areas, and the wage level is equivalent to 1/2 of that of urban residents. They are mainly labor-intensive industries and lack public services; Unlicensed construction land and building area exceeding 50%. Due to the current demand for renovation, the renovation of urban villages in various regions is accelerating. Wang Mingfeng, a professor at the School of Geographical Sciences of East China Normal University and the China Modern Urban Research Center, said that by the end of 2022, there had been 62 urban village reconstruction projects approved in Shanghai center. This year, 10 new overall reconstruction projects were launched, mainly distributed around the central urban area of Shanghai and in the old urban areas. Chongqing plans to implement and launch 70 urban village renovation projects before 2025. Among them, 20
