2023-09-11

The spokesperson of the Hong Kong Special Administrative Region Government announced on the evening of the 8th that the "extreme situation" warning will end at midnight on the 8th. According to the Hong Kong Hospital Authority (HA), as of 8:15 pm, a total of 144 people were injured during the "extreme situation" warning period. At around 5:30 am on the 8th, Hong Kong issued its first "extreme situation" warning. A spokesperson for the SAR government stated that after reviewing the latest weather, traffic, and road conditions, the Chief Secretary for Administration, Chen Guoji, believed that the weather had eased, traffic had gradually resumed, and road conditions had greatly improved. He decided to end the "extreme situation" warning at midnight on that day. At present, the cleaning work of major roads and bus routes in Hong Kong has been completed, and it is expected that franchised buses can provide most of the services starting from the 9th. As for the railway, except for a few stations on the Kwun Tong Line that are temporarily out of service, all other routes maintain certain services. Zhang Zhiqiang, the head of the MTR Transit Railway, mentioned that Wong Tai Sin Station, which was heavily flooded during the rainstorm, did not cause passengers and staff to be trapped or injured due to the immediate evacuation. MTR is confident that the Kwun Tong Line will resume full service on the 9th and reopen Wong Tai Sin Station. He also admitted that some equipment at Wong Tai Sin Station was severely damaged and is expected to take some time to repair. As of 7:30 pm on the 8th, the Civil Affairs Department of the Special Administrative Region Government has opened a total of 15 temporary shelters for those in need, with a total of 335 people staying. As of 8 pm, the Drainage Services Department has confirmed 60 flooding cases, of which 59 have been treated and the flooding situation has been resolved. The affected areas have been unsealed. In addition, the Civil Engineering Development Department has received 39 reports of landslides and completed inspections of 17 landslides. The Emergency Service Control Center of the Geotechnical Engineering Department will continue to operate, along with the maintenance department, to review the remaining reports of minor and newly received landslide accidents, and continue to conduct special inspections on slopes with higher potential risks. The Medical Authority stated that as of 8:15 pm on the 8th, a total of 144 citizens were injured during the "extreme situation" warning period and went to the emergency room of public hospitals for consultation. They range in age from 8 to 94 years old, with 4 of them in severe condition, 92 of whom have been discharged, and the remaining patients have unknown injuries. A spokesperson for the Education Bureau stated that more than 20 reports of damage to school facilities have been received, including flooding, leakage, power outages, and damage to objects or facilities. Some school buildings have been severely damaged, and the Education Bureau is actively assisting schools in emergency repairs. In terms of cross-border school attendance, the Education Bureau has been in contact with relevant schools and school bus companies, and provides parents with the latest information on border control station traffic arrangements through schools. The SAR government said that the relevant authorities in Shenzhen had earlier informed Liantang/Xiangyuanwei Port and Wenjindu Port that the power supply system had failed due to flooding caused by rainstorm, and the maintenance was still in progress. The port needs to continue to temporarily suspend passenger and freight customs clearance services until another announcement. The spokesman of the SAR government stressed that the SAR government will continue to do the rest of the response and rehabilitation work to allow the citizens to fully resume their normal lives as soon as possible in the light of the extensive flooding caused by this once-in-a-century rainstorm.
