Recently, the Central Compilation Office officially approved the establishment of the Private Economy Development Bureau within the National Development and Reform Commission. Its main responsibilities are to track, understand, analyze, and judge the development status of the private economy, coordinate and organize the formulation of policies and measures to promote the development of the private economy, and formulate policies to promote the development of private investment; Establish a normalized communication and exchange mechanism with private enterprises, coordinate and solve major issues related to the development of the private economy, and coordinate and support the improvement of international competitiveness of the private economy. The establishment of the Private Economy Development Bureau provides strong organizational support for promoting the development of the private economy, reflects the high importance that the Party Central Committee and the State Council attach to the private economy, and reflects the consistent adherence to the principles of "two unwavering" and "three unchanged". The establishment of specialized agencies is necessary for the current situation. On July 19, the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy put forward for the first time that private economy is the "fresh force to promote Chinese path to modernization", and put forward 31 specific measures from the development environment, policy support, legal guarantee, high-quality development and other aspects of private economy. Over the past month, various ministries and commissions have successively issued corresponding detailed policy documents, and local governments are also drafting implementation policies and implementation plans. Some people are concerned that establishing a specialized "management agency" will lead to an "extra mother-in-law" for private enterprises, which will actually be detrimental to the development of the private economy. This voice overlooks the question of whether private enterprises need a specialized coordinating agency. According to the central research and current situation, the Private Economy Development Bureau can solve some real problems. The work of the private economy involves a wide range of areas and strong policy implications, requiring close collaboration and cooperation among various departments to form a working force. Setting up specialized agencies and strengthening policy coordination in relevant fields is conducive to promoting the early implementation and effectiveness of major measures. As a macro regulatory and economic comprehensive department, the National Development and Reform Commission has established a private economic development bureau within it, which can better play the role of overall coordination, comprehensive implementation of policies, and promotion of development. Equally important is the voice of industry insiders. In fact, there have been calls for the establishment of relevant departments to promote the development of the private economy. For example, during this year's two sessions, a member of the National Committee of the Chinese People's Political Consultative Conference proposed to establish a supervisory department for the private economy at the central level to promote comprehensive coordination and service guidance for the development of the private economy, in response to the issue of "prioritizing policy formulation over implementation". For example, many private enterprises are very troubled by the issue of overdue payments. The recent notice issued by the National Development and Reform Commission and other departments on the implementation of several recent measures to promote the development of the private economy requires a focus on clearing up debts owed by government agencies, public institutions, and state-owned enterprises to small and medium-sized enterprises, which undoubtedly can help enterprises solve their problems. However, in recent years, there have been many similar regulations that have been difficult to fully implement and take effect due to insufficient governance of overdue reconciliation payments and insufficient capacity of law enforcement agencies. Enterprises need a normalized and institutionalized communication and exchange mechanism, and a specialized agency to supervise the implementation of policies and coordinate the resolution of similar issues.
