The Action Plan clarifies 21 key tasks from seven aspects: improving county-level commercial network facilities and formats, developing rural logistics joint distribution, promoting the transformation and upgrading of county-level circulation enterprises, enriching rural consumer markets, promoting high-quality development of rural e-commerce, improving the supply level of high-quality agricultural products, and strengthening the construction of agricultural product circulation system. The Action Plan proposes to establish a rural commercial system with county level coordination, county town as the center, township as the focus, and village as the foundation. By 2025, we will create around 500 county level commercial "leading counties" nationwide, construct and renovate a number of county-level logistics distribution centers, township commercial centers (large and medium-sized supermarkets, market markets), and new rural convenience stores. 90% of counties have achieved "basic" or above commercial functions, and areas with conditions have basically achieved village to village express delivery. The two-way circulation channels of industrial products going to the countryside and agricultural products entering the city have been further unblocked, achieving a virtuous cycle of increasing farmers' income and improving consumption quality, and better meeting the revitalization of rural industries and the production and living needs of rural residents. According to the implementation steps of the three-year action plan for county-level commerce, the deployment phase will be from July 2023 to December 2023; January 2024 to December 2024 is the comprehensive promotion stage; The period from January 2025 to October 2025 is the summary and evaluation stage. The Action Plan requires all regions to consider the three-year action plan for county-level commerce as an important task for comprehensively promoting rural revitalization, establish a work promotion mechanism that is coordinated at the provincial level and implemented by cities and counties, and ensure the deployment and promotion. The provincial competent department shall, based on the actual situation and in accordance with the implementation steps of the three-year action plan for county-level commerce, formulate a three-year action plan or implementation plan for county-level commerce in the province, further refine and clarify the goals, tasks, key measures, and supervision and assessment mechanisms, and promote the implementation of work.
