The 20th National Congress of the Communist Party of China has made arrangements to improve the unified leadership, comprehensive coverage, and authoritative and efficient supervision system of the Party. The Party Constitution of the 20th National Congress has included "promoting the improvement of the Party and state supervision system" as the main task of discipline inspection committees at all levels. While giving discipline inspection agencies greater responsibility in managing the Party and governing the Party, it also puts forward higher requirements for reform. Improve and develop, abide by and implement, and ensure that reform work always moves steadily along the correct political direction. The key tasks for deepening the reform this year have been clarified from three aspects: "consolidating and expanding the achievements of the reform of the disciplinary inspection and supervision system," "improving the mechanism of the stationed supervision system," and "improving the system integration, collaborative and efficient work mechanism. The Standing Committee of the Central Commission for Discipline Inspection plays an exemplary role in deeply understanding and accurately grasping the connotation and requirements of reform. On April 25th, the 20th Standing Committee of the Central Commission for Discipline Inspection held a collective study on "Deepening the Reform of Party and State Institutions, Advancing the Modernization of National Governance System and Governance Capacity", emphasizing that the reform of the disciplinary inspection and supervision system is an important part of comprehensive deepening reform, and must be integrated into the overall reform situation and continuously promoted in depth. Strengthening the Party's unified leadership over anti-corruption work is the fundamental direction and major political principle for promoting the reform of the disciplinary inspection and supervision system. In practice, disciplinary inspection and supervision agencies continuously improve the dual leadership system of disciplinary inspection and supervision work, focusing on key links such as supervision and inspection, review and investigation, enriching and improving effective measures to strengthen the leadership of higher-level disciplinary inspection and supervision committees over lower level disciplinary inspection and supervision committees, further implementing the Party's full coverage, all-round, and full process leadership over disciplinary inspection and supervision work, and concretizing the Party's unified leadership over anti-corruption work in terms of organizational form, functional positioning, and decision-making procedures, Ensure that the Party always firmly grasps the leadership and initiative of rectifying conduct, eliminating discipline, and combating corruption. Recently, the work of promoting reform through the case of Li Yu, the former senior organizer of the Changsha Taxation Bureau in Hunan Province, is being extensively and deeply carried out in the national tax system. The Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the State Administration of Taxation stationed in the State Administration of Taxation, together with the Party Committee of the State Administration of Taxation, will promote tax departments and discipline inspection institutions at all levels nationwide to work together, draw inferences from one example, and focus on administrative management, tax law enforcement, information technology construction
