The wind and rain reflect the red flag of the Communist Party of China - The People's Liberation Army and the People's Armed Police Force actively support local flood control, rescue, and disaster relief. Second, the disaster situation is an order, and time is life. In recent days, the People's Liberation Army and the People's Armed Police Force have fully played the role of grassroots party organizations as battle fortresses and exemplary party members on the front line of flood prevention, fighting, and disaster relief, vigorously promoting the great spirit of party building, and transforming their strong organizational strength into combat effectiveness for flood prevention, fighting, and disaster relief. Faced with new situations and problems that may arise at any time, the vast number of party members participating in flood prevention, fighting, and disaster relief have taken the lead. Under the guidance of the bright red party flag, they can overcome danger, withstand critical moments, and continue to fight and win. They have built an unbreakable dam, demonstrating the true nature of the people's soldiers for the people. The more difficult and dangerous it is, the more it moves forward. The wind knows the strong grass, and the fire tests the true gold. The flood prevention and relief site is a touchstone and sharpening stone for party organizations at all levels and party members to fulfill their original mission and demonstrate their responsibility. On August 1st, the Central Theater Command urgently deployed troops and quickly organized theater troops to participate in emergency and disaster relief work in accordance with the principle of using troops nearby; Select a capable command force and assign it to the direction of Mentougou District and Fangshan District in Beijing, and establish a temporary party committee to lead the way. On August 5th, the Northern Theater Command dispatched flood control and rescue advance command posts to the directions of Heilongjiang and Jilin respectively, and established temporary party organizations. After the establishment of the command post for advancing in both directions, immediately carry out joint military civilian consultations, track and assess flood and disaster situations, and study disaster relief action plans. Wherever there is danger, there is a party flag flying; Wherever there are difficulties, there are party members. On August 2nd, under the command of the Joint Command Center of the Central Theater Command, a standing committee member of a brigade of the 81st Group Army advanced towards Dahenan Town, Zhangjiakou City, Hebei Province. The rescue officers and soldiers quickly placed the heavy support bridge on the river, successfully opening a path of life, and the villagers who had been trapped for a long time wept with joy. The temporary party organization of the Forward Command Post in the Northern Theater Command Center is leading the way and coordinating the rapid deployment of troops for emergency rescue. The two brigades of the 78th Group Army and the Harbin Detachment of the Armed Police Heilongjiang Corps dispatched officers and soldiers to Shangzhi Town and Shahezi Town in Shangzhi City, Harbin City, Heilongjiang Province to carry out work such as reinforcing embankments and transferring trapped people. The Heilongjiang Provincial Military Region has deployed militia forces to participate in emergency rescue efforts in Harbin, Mudanjiang, and other places. As of now, the military region of the province has transferred more than 1200 people, filled more than 11800 sandbags, and reinforced more than 1400 meters of embankments. The strength of the task front stronghold party comes from the organization. Each task force fully leverages the role of grassroots party organizations as battle fortresses, ensuring that the party flag always flies high on the front line of flood prevention, fighting, and disaster relief. On July 31st, a certain brigade of the 82nd Group Army rushed to the disaster area overnight and established 12 temporary party branches and 38 temporary party groups as soon as they arrived. They were appointed as the deputy secretary and leader of the party group. In the flood relief and rescue work, under the unified dispatch and command of the brigade's party committee, each temporary party branch is responsible for a task area, and each party group adheres to a task point. They use opportunities such as transition maneuvers and task gaps to organize and hold branch committee and party group meetings, timely unifying their thoughts and inspiring people
