In terms of further optimizing law enforcement methods, the notice specifies that for private enterprises that meet the conditions and are indeed facing difficulties, tax authorities should guide them in formulating a debt clearance plan, and for those who pay taxes according to the plan, no mandatory enforcement measures will be taken temporarily.
