According to the Bluebook, the foreign capital used by Guangzhou is further concentrated in Hong Kong. In 2022, Guangzhou's actual use of foreign investment from Hong Kong accounted for 93.2% of the total amount of foreign investment used that year, an increase of 5 percentage points compared to 2021. In 2022, Hong Kong established 1429 new enterprises in Guangzhou, accounting for 41.5% of the total number of newly established foreign-funded enterprises that year. The Bluebook pointed out that in 2022, the outbound investment of Guangzhou enterprises will achieve rapid growth, with 226 new outbound investment enterprises (institutions). The investment destinations of enterprises are further concentrated in Asian countries and regions. The overseas distribution of enterprises is mainly concentrated in the Tertiary sector of the economy, with 113 enterprises (institutions) newly added to the wholesale and retail industries. The Bluebook also suggests that Guangzhou should strengthen the development engine function of utilizing foreign capital, implement the investment attraction partner plan, implement the "top project" of investment attraction, and explore "Guangzhou+" and other joint investment attraction modes; Strengthen the linkage between bidding and investment, ensure the allocation of resources and facilities during the initial stage, and fully connect the "last 100 meters" of industrial project investment landing; We will optimize the environment for foreign investment, implement high standards of National treatment for foreign-funded enterprises, and strengthen the protection of the legitimate rights and interests of foreign investment.
