On July 25th, the "Nansha Reform and Innovation List" release event was held in Nansha, Guangzhou, and the "Top Ten Reform and Innovation Cases" of Nansha were officially released at the event site. The case covers the transformation of government functions, trade facilitation, investment liberalization, deepening cooperation with Hong Kong and Macao, party building innovation and other key areas, fully demonstrating the fruitful results of Nansha in comprehensively deepening reform and promoting innovative development in recent years. The "Top Ten Reform and Innovation Cases" in Nansha include: the first new model of integrated air land and government enterprise power supply in China; Innovate port clearance models to help build a hundred billion dollar cold chain; Promote the standardization of clean production groups in Guangdong, Hong Kong, and Macao, and promote the convergence of standards and rules in the Green Bay Area; The Global Traceability Center explores the "Nansha Practice" of data infrastructure systems; Create a comprehensive "golden pasture" for unicorns; Micro police certification is a new era "livelihood tool"; Create the "Nansha Model" for Hong Kong and Macao youth to live and work in peace and contentment; Build the first pilot area for mixed operation of intelligent connected vehicles in Guangzhou; Create a new climate investment and financing development model in the Guangdong–Hong Kong–Macao Greater Bay Area and implement a smooth peacetime and wartime conversion mechanism of "three networks integration". Among them, Nansha has pioneered a new type of public infrastructure for digital economy "global traceability center" in the country, transforming commodity information into data Means of production, and has attracted more than 15000 enterprises from all over the world to participate in traceability; Nansha pioneered the government approval procedures for cold chain projects nationwide, creating the largest imported cold chain inspection platform in the country, and achieving the fastest customs clearance acceleration for cold chain goods in the country; Nansha has pioneered a new model of integrated land and air supply with government and enterprise linkage in the country, helping 182 projects achieve early production and electricity consumption, and improving the overall project promotion efficiency by 56%; The "Micro Police Authentication" service platform established by the Nansha District Branch of Guangzhou Public Security Bureau is the first provincial-level platform in China to achieve a "billion level" amount of government (authentication) data. All levels of units and various applications can access identity authentication services with only minor modifications, and the service can be launched as soon as 1 day. Among the top ten reform and innovation cases, Nansha has created a 'Nansha model' for Hong Kong and Macao youth to live and work in peace and contentment. Wan Zhengdong, Deputy Director of the Nansha District Human Resources and Social Security Bureau, said, 'We have introduced 32 measures from Hong Kong and Macao youth employment and entrepreneurship, to live and work in peace and contentment, and internships. Individuals can provide subsidies up to 450000 yuan, and enterprises can provide subsidies up to 4.5 million yuan.' Based on the pioneering Guangdong Hong Kong and Macao standard mutual recognition model, Nansha released two group standards, namely, Technical Requirements for Cleaner Production Audit in Guangdong–Hong Kong–Macao Greater Bay Area and Specifications for Cleaner Production Audit, Assessment and Acceptance in Guangdong Hong Kong Macao Greater Bay Area, to explore the mutual recognition mechanism of cleaner production audit regions in Guangdong Hong Kong Macao Greater Bay Area. Gu Naihua, Vice President of the Research Institute of China (Guangdong) Pilot Free Trade Zone of Jinan University, believes that many reform and innovation achievements in Nansha are highly replicable and can be promoted to the whole city, the whole province, the country and even the world, forming a "Nansha Model" and playing a good demonstration role in multiple dimensions. Gu Naihua said that thanks to the continuous optimization of the business environment, the connection and cooperation between Nansha and Hong Kong and Macao have deepened. As of now, there are nearly 3000 Hong Kong and Macao based enterprises in Nansha, with a cumulative investment of over 100 billion US dollars, attracting a large number of Hong Kong and Macao youth to start businesses and find employment in Nansha. According to statistics, as of now, Nansha has accumulated 88 reform and innovation achievements
