Joint Press Release of the Fourth China Europe High Level Dialogue on Environment and Climate

Ding Xuexiang, Vice Premier of the State Council of China, and Frans Timmermans, Executive Vice President of the European Commission, held the fourth China EU High level Dialogue on Environment and Climate in Beijing on July 4, 2023. The dialogue focused on the ways of cooperation between the two sides in promoting the implementation of the United Nations Framework Convention on Climate Change, the Paris Agreement and the Kunming Montreal Framework for Global Biodiversity (hereinafter referred to as the "Kunmeng Framework"). Both sides fully recognize that the high-level dialogue on environment and climate between China and Europe must continue to achieve practical results. Both sides believe that green should become the clearest backdrop of China Europe cooperation, reaffirming that challenges such as climate change, desertification, environmental pollution, and biodiversity loss are intertwined and pose a threat to human survival and the Earth. The two sides discussed key issues such as China and Europe's respective environmental and climate policies and actions, deepening bilateral environmental and climate cooperation, and working together to promote global multilateral processes. The two sides noted that the impact of climate change is a huge challenge to achieving sustainable development, reaffirmed that the impact of climate change will be much smaller when the temperature rise of 1.5 ℃ is compared with 2 ℃, and agreed to strengthen efforts to achieve the temperature control goal of the Paris Agreement. Extensive international cooperation should be carried out in accordance with the principles and objectives of the Paris Agreement to promote the implementation of the Paris Agreement. The two sides appreciated the results of the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27), and would support the United Arab Emirates, the chair of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), to hold a successful Conference of the Parties, and agreed to strengthen action and cooperation to promote their own and global "implementation" efforts. Given this, both parties agree that a successful COP28 must achieve comprehensive and balanced progress in all areas. Both sides will work together to contribute to this, starting with co hosting the Climate Action Ministerial Conference with Canada in Brussels in mid July 2023. Both sides recognize that the loss of biodiversity poses a survival threat to national and global food security. The two sides highly appreciated the adoption of the "Kunmeng Framework" by the 15th Conference of the Parties to the Convention on Biological Diversity (COP15), which defined the global long-term goal of 2050 and the global action goal of 2030 to protect and restore nature. Both parties promise to take prompt action to implement the "Kunmeng Framework" domestically and globally, including submitting updated national biodiversity conservation strategies and action plans or national goals in accordance with the "Kunmeng Framework" before COP16. China will continue to play the leading role of the COP15 presidency, and is willing to work with the European side to actively promote the complete and effective implementation of the Convention on Biological Diversity and the "Kunmeng Framework". The two sides identified circular economy, biodiversity, chemicals management, Plastic pollution, national carbon market, climate adaptation, methane emission control and clean energy transformation (renewable energy, grid stability, energy storage, hydrogen energy) as key areas of cooperation. The two sides will build on and expand existing cooperation to contribute to the United Nations Sustainable Development Goals 15.2 and the Glasgow Leaders' Declaration on Forests and Land Use. Both sides look forward to strengthening cooperation in the construction of carbon emission trading systems and agree to engage in dialogue on carbon border regulation mechanisms,
