In order to strengthen the governance and protection of rivers and lakes, Guizhou took the lead in building a five level river length system covering provinces, cities, counties, townships, and villages nationwide in 2017. In the same year, the Guizhou Provincial Committee of the Communist Youth League launched an activity to recruit volunteers for the protection of rivers and lakes in the "Qingqing River" to serve as voluntary supervisors for the people of rivers and lakes. Wang Jiyong is one of them. In his view, volunteers for the protection of rivers and lakes in the "Qingqing River" are like providing "assistants" to river leaders at all levels. At present, the 'Qingqing River' volunteers focus on covering the provincial, municipal, and county-level river chief system, mainly to cooperate with the river chief in daily river patrol work, register and report water pollution, river construction, and other situations. Wang Jiyong said that volunteer river protection is more about gathering social forces and extending the tentacles of river patrol to the grassroots. In fact, before becoming a volunteer for the "Qingqing River" protection of rivers and lakes, Wang Jiyong was an environmental public welfare figure. He established an ecological public welfare development organization, and one of his main tasks was to participate in river patrol and protection, promote the river chief system, and widely call on social forces to participate in the environmental protection of rivers and lakes in Guizhou. I was the first to pay attention to the water environment of the Qingshui River. Previously, issues such as cage fish farming, direct sewage discharge, and disorderly construction of river banks were more prominent. Wang Jiyong said that in the years of dealing with the Qingshui River, he has gained a lot of professional knowledge and witnessed the gradual improvement of the water environment of the Qingshui River. Previously, Wang Jiyong and a team of experts traveled mountains and rivers to visit and investigate the Qingshui River. Subsequently, he also collaborated with many volunteers to cross Guizhou and Hunan provinces and completed an environmental survey of the main stream of the Qingshui River, which is over 400 kilometers long. Looking at the pictures of river patrol collected by Wang Jiyong, one picture after another witnessed the tireless efforts of the volunteer "Qingqing River" to protect rivers and lakes: the Sancha River flowing through Qianxi City, the Shuicheng River running through Zhongshan District of Liupanshui City, and the Guancheng River running through Anshun... His footprints of volunteer river protection have been left in many places in Guizhou. "Guizhou is the upstream ecological barrier of the Yangtze River and the the Pearl River. If we do not manage and control the river pollution problem well, the downstream will inevitably be affected." Wang Jiyong said that he had previously submitted an investigation report on the water environment of Sancha River to the provincial river leaders, which promoted the resolution of related problems, and the effect of joint river protection has gradually become prominent. As of now, there are a total of 43200 volunteers in Guizhou, such as Wang Jiyong, for the protection of rivers and lakes along the "Qingqing River". In recent years, in order to better cooperate with the work of the river chief system, the Guizhou Provincial Committee of the Communist Youth League has also established the Guizhou Provincial "Qingqing River" Protection of Rivers and Lakes Volunteer Service Corps at the provincial level, and established the "Qingqing River" Protection of Rivers and Lakes Volunteer Service Detachment and Brigade at the municipal and county-level levels. Jiang Zenan, 25 years old, is a government worker in Maijia Town, Baiyun District, Guiyang City, and a municipal volunteer for "Qingqing River" protection. Over the years, he mainly participated in the patrol work of the Maijia River and also witnessed the changes in the Maijia River. "The Maijia River is close to the market town, and there is some pollution. After continuous treatment, including the construction of a sewage treatment system, river dredging, and the implementation of Waste sorting, the water quality of the river has gradually improved."
