Recently, Guangzhou Science and Technology Bureau, together with Guangzhou Customs, Guangzhou Commerce Bureau, Guangzhou Market Supervision Bureau and Guangzhou Health Commission, jointly issued the first batch of cross-border positive list of scientific research materials in Guangzhou, and introduced a series of customs clearance facilitation measures with Guangzhou Laboratory and Hong Kong University of Science and Technology (Guangzhou) as the pilot. Guangzhou is one of the six pilot cities of the Ministry of Science and Technology to "promote the pilot reform of cross-border free flow of scientific research materials". It was reported that the Guangzhou Science and Technology Bureau led the pilot project of the "reform of free cross-border flow of scientific research materials". After extensive research, in-depth consultation with the pilot units and relevant functional departments, and approval by relevant national ministries and commissions, 15 items of materials, including animal stem cells, were finally selected for inclusion in the first batch of positive list, aiming at the problems of blockages, difficulties and pain points faced by innovation subjects in the cross-border flow of scientific research materials. To ensure that pilot units can achieve smooth cross-border clearance of scientific research materials, the Municipal Science and Technology Bureau, in conjunction with customs and other departments, has established a rapid clearance mechanism to open a "green channel" for materials included in the "positive list" of pilot units. Priority can be given to handling quarantine approval, document review, inspection and other businesses, and customs clearance can be directly declared to the customs without the need to handle the "Drug Import Clearance Form"; If a 'End User and End Use Description' is required, it can be expedited by the business department; Enjoy a series of quarantine supervision facilitation measures such as exemption from providing foreign official quarantine certificates; Conduct risk assessment on high-risk special items entering the country, allow for rapid customs clearance if they meet the requirements, and strengthen subsequent supervision; Fully promote the application of non-invasive inspection technologies such as low-temperature detection, intelligent image review, and centralized image review, and support the rapid clearance of biological samples and other items that have obtained approval documents through non-trade channels. The relevant person in charge of the Guangzhou laboratory stated that the approval time for animal cells, blood and their products has been shortened from 1-2 weeks to 1-3 days, and the entry inspection and quarantine time has been shortened from 3 days to 1 day; For experimental animals such as SPF grade mice, simultaneous isolation and experimentation have been achieved. To ensure the smooth progress of the pilot work, the Municipal Science and Technology Bureau takes the lead in establishing a collaborative promotion mechanism. In the spirit of "solving real problems, truly solving problems", we fully listen to the opinions and demands of the pilot units, timely understand the problems encountered during the pilot process, organize relevant units to work together to study and solve them, and provide timely policy guidance according to the needs of the pilot units. For example, during the process of introducing policies, the Municipal Science and Technology Bureau learned that in addition to customs clearance procedures, the cross-border procedures for scientific research materials also require a longer process of tax reduction and exemption, which to some extent affects the time for cross-border materials. To this end, the Municipal Science and Technology Bureau, in conjunction with Guangzhou Customs, has established a key guidance mechanism for pilot units, guiding them to use convenient measures such as "two-step declaration" and "early declaration" to upload scanned copies of the power of attorney through paperless application methods, or submit the original power of attorney for reference when processing paper-based applications for the first time. Afterwards, only a copy is required during the validity period of the power of attorney; The term of the power of attorney can be determined by the pilot unit itself, fully guaranteeing the "zero wait" release of scientific research equipment, and effectively supporting the free cross-border flow of scientific research materials in the Greater Bay Area.
