The Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy have been officially issued recently. On July 20th, at a press conference held by the National Development and Reform Commission, Li Chunlin, Deputy Director of the National Development and Reform Commission, stated that in the near future, the National Development and Reform Commission will work with relevant parties to launch relevant supporting policy measures to implement the "Opinions". One is to launch several recent measures to promote the development of the private economy. The second is to formulate and issue policy documents to promote private investment, focus on key areas, improve factor guarantee mechanisms, and fully mobilize the enthusiasm of private investment. The above two documents will soon be released as supporting measures for the "1+N" of the "Opinions". Promote high-quality development of the private economy through the centralized implementation of policy measures, combined with multiple measures and multiple approaches. Many private enterprises have reported that some places have set unreasonable restrictions and hidden barriers on market access, project bidding, and other aspects, resulting in unequal treatment for private enterprises. To address this issue, the Opinions specifically propose targeted measures to continuously optimize the development environment of private economy: firstly, to continuously break down market access barriers, secondly, to comprehensively implement fair competition policies and systems, thirdly, to improve social credit incentive and constraint mechanisms, and fourthly, to improve market-oriented restructuring mechanisms. The National Development and Reform Commission will further strengthen relevant work in conjunction with relevant departments. For example, in promoting the construction of a unified national market, we will continue to clean up the policies and measures that hinder the Tongil Market and fair competition, and carry out special rectification on prominent problems in the fields of market access and exit, compulsory industrial support or investment, engineering construction, bidding and government procurement. In terms of market access, we will launch a new version of the negative market access list and continue to report typical cases that violate the negative market access list. In the field of bidding and tendering, we will revise and improve the institutional rules for fair competition in bidding and tendering, and formulate and introduce the "Regulations on Fair Competition Review". Strive to create a better environment for the development of the private economy through solid measures. One of the core goals of issuing the Opinion is to boost the confidence in the development of the private economy through effective measures, "Li Chunlin said. The Opinion also proposes a series of measures to increase support for the private economy and create a good atmosphere for caring and promoting the development of the private economy. For example, in terms of increasing support policies for the private economy, the focus is on enhancing policy accuracy, stability, effectiveness, and coordination to respond to the concerns and demands of enterprises, improving the financing support policy system, improving the mechanism for normalized prevention and clearance of arrears, strengthening the guarantee of talent and employment needs, improving the direct access and quick enjoyment mechanism of support policies, and strengthening policy communication and expected guidance. In creating a social atmosphere that promotes the development and growth of the private economy, we should guide society to correctly understand the significant contributions and important roles of private enterprises, cultivate a public opinion environment that respects private enterprises and private economy innovation and entrepreneurship, enhance the sense of honor and social value of entrepreneurs, and strictly crack down on extortion behavior using negative public opinion as a means of coercion in accordance with the law.
