Yuan Gujie, a member of the Standing Committee of the Guangdong Provincial Party Committee and Secretary of the Political and Legal Affairs Commission, recently told reporters that Guangdong has vigorously strengthened its foreign-related legal work, continuously optimized the market-oriented, legal, and international business environment, and that the rule of law has become an important part of Guangdong's core competitiveness. In recent years, Guangdong has started by improving its institutional mechanisms to promote the construction of foreign-related rule of law in the province. In terms of platform construction, arbitration institutions in Guangzhou, Shenzhen and Zhuhai established and further promoted the construction of arbitration and mediation cooperation platforms to serve the development of the Guangdong–Hong Kong–Macao Greater Bay Area. In terms of strengthening the protection of foreign-related intellectual property rights, after the launch of Guangdong's overseas intellectual property infringement liability insurance business, as of the end of 2022, a total of 56 export-oriented enterprises participated. Guangdong also supports enterprises to strengthen their overseas intellectual property layout, compressing the overseas intellectual property layout cycle from more than 3 years to less than 1 year. While improving institutional mechanisms, Guangdong has created a number of legal brands related to foreign affairs and Hong Kong and Macao. At the provincial level, Guangdong has introduced the first local regulation on the protection of foreign investment rights and interests in China, accelerating legislation on major platforms such as Hengqin, Qianhai, and Nansha. Shenzhen and Zhuhai have also taken advantage of their proximity to Hong Kong and Macao, making full use of the legislative power of the Special Economic Zone, and have successively issued relevant regulations and provisions. The judicial organs in Guangdong actively participate in the construction of foreign-related rule of law. For example, Guangdong courts and Hong Kong and Macao judicial institutions jointly hold a seminar on judicial cases in the Greater Bay Area; The Guangzhou Intermediate People's Court has launched platforms such as the "Extraterritorial Legal Investigation and Clearing Tong". In terms of opening up the legal service industry, Guangdong has actively carried out the pilot work of lawyer practice in the Greater Bay Area. Up to now, more than 300 Hong Kong and Macao lawyers have applied for lawyer practice licenses in the Guangdong–Hong Kong–Macao Greater Bay Area. In addition, according to the Political and Legal Affairs Commission of the Guangdong Provincial Party Committee, there are approximately 800 Hong Kong, Macao, and foreign arbitrators appointed by the provincial arbitration institutions; Multiple foreign-related public legal service centers have been established in Zhuhai, Zhongshan, Jiangmen, Qianhai, and other places; 26 notary institutions carry out overseas remote video notarization services.
