Guangxi Focuses on Eight Cases of Special Rectification of Corruption in the Field of Engineering Projects, including Counterfeiting Public Works for Private Use and Approval of Documents

Recently, Huang Fangfang, the former director of the Development and Reform Commission of Guangxi, was expelled from the Party and public office on suspicion of serious violations of discipline and law, and was transferred to the procuratorial organ for review and prosecution according to law. It was disclosed in the case notice that Huang Fangfang abused the power of the "top leader", was keen to approve the rules, was used to greeting, engaged in power and money transactions, helped others in project contracting, land planning, project promotion and other aspects, and illegally received huge amounts of money. Huang Fang's plan is a typical case of Guangxi's leading cadres taking advantage of their power and influence to intervene in the special rectification and investigation of corruption in engineering projects. Since the 19th National Congress of the Communist Party of China, as of the end of June this year, Guangxi disciplinary inspection and supervision authorities have transferred 59 administrative cadres from the autonomous region, of which 57 are suspected of using engineering projects for profit. This year, the Discipline Inspection Commission and Supervision Commission of the Autonomous Region conducted in-depth research and found that the main manifestations of leadership cadres' involvement in engineering projects are personal arbitrary tone setting, paving the way openly and secretly, criticizing the government for personal gain, hiding behind the scenes as a shadow, condoning and acquiescing in the use of signs, mediating platforms to support the venue, hooking up with each other and building ladders, and pushing obstacles to create obstacles. The autonomous region conscientiously implements the major decisions and deployments of the 20th National Congress of the Communist Party of China, deepens the rectification of corruption in areas where power is concentrated, funds are intensive, and resources are enriched. The Autonomous Region Commission for Discipline Inspection and Supervision will take the lead in carrying out a special rectification of the problem of leading cadres using their power or influence to interfere in engineering projects for personal gain and corruption. Carrying out special rectification to clear obstacles and escort the construction of a magnificent Guangxi in the new era is a concrete practice of implementing the spirit of the 20th National Congress of the Communist Party of China. Fang Lingmin, a member of the Standing Committee of the Autonomous Region Party Committee, Secretary of the Autonomous Region Discipline Inspection Commission, and Director of the Supervision Commission, stated that we should closely monitor our responsibilities and consolidate political responsibility, focus on the comprehensive efforts of the "eight situations", and systematically implement and strengthen source governance. The disciplinary inspection and supervision organs of the autonomous region are closely monitoring key targets, grasping key links, and targeting the "eight situations" to deeply and continuously address them. We will comprehensively open up channels for reporting letters and visits, and thoroughly clear the clues regarding the involvement of leading cadres in engineering projects for personal gain and corruption since the 18th National Congress of the Communist Party of China. Focusing on "top leaders" at all levels, members of the leadership team, regulatory departments, supervisory departments, and leaders of project construction units, we will focus on important links such as decision-making approval, bidding, construction management, quality supervision, budget settlement, completion acceptance, and material procurement to carry out rectification.
