Party Committee of Liwan District to Build and Strengthen the Industrial Chain

On July 13, Liwan District held the Party building "Red Chain Plan" work promotion conference for non-public enterprises in Liwan District and the unveiling ceremony of Guangzhou Municipal Enterprise Communication Service Center (Liwan) in Guangzhou International Pharmaceutical Port, with nearly 300 people participating in the event. At the meeting, Liwan District set up four major party committees of the local characteristic industry chain, and 10 "Touyan" party organizations of non-public enterprises in Liwan District were praised in a circular. Since 2023, based on local competitive industries, Liwan District has first established four major local characteristic industry chains, namely, the food culture industry chain of "Tasting Xiguan", the pharmaceutical health industry chain, the Creative industries chain, and the construction industry chain in Liwan District, covering more than 900 enterprises, and gradually formed a party building work system in which the industry chain party committee focuses on overall planning, functional departments focus on services, "chain leader enterprises" focus on driving, and "chain enterprises" focus on promoting. The healthy development of the industry cannot be separated from the favorable business environment of political and human relations. Liwan District implemented the "Red Chain Integration" project, and explored the establishment of four mechanisms, namely, development consultation, industry joint connection, resource sharing and risk sharing. This project is conducive to the pairing of government and enterprises. It will attract government functional departments closely related to industrial development to hold joint work meetings, implement targeted policies to alleviate difficulties and benefit enterprises, and increase support for "small and medium-sized" enterprises; Gradually establish a rapid response mechanism for general issue liaison officers to co organize, professional issue functional departments to undertake, and joint meetings on key issues. In order to optimize the Talent management of party members, Liwan District implements the "Red Chain Gathering Talent" project, which is to guide outstanding talents, young talents and skilled experts of enterprises to move closer to the party organization relying on the big party committee of the industrial chain; Carry out the project to enhance the quality of entrepreneurs, increase the training and education of the new generation of entrepreneurs, regularly output a series of cutting-edge courses such as modern enterprise management and the construction of new business formats and models, and help more entrepreneurs lead the "industry breakthrough" with "thinking ice breaking"; Explore and promote the action of building a nest of enterprise talents to attract talents, build an interactive platform between government, industry, academia, and research, organize targeted enterprise development forums and special recruitment meetings, deepen the docking and cooperation of urgently needed talents, and provide intellectual support for industrial upgrading. In June 2023, Liwan District of Guangzhou City and Nanhai District of Foshan City signed the Framework Agreement on the Joint Construction of "Liwan Nanhai Talent High Quality Development Cooperation Zone" in Nanhai District of Foshan City, Liwan District of Guangzhou City (2023-2025) to create six major work brands around six aspects: mutual recognition of identity, platform connectivity, exchange and interaction, team cultivation, talent introduction and service sharing. In addition, the construction project of the "Liwan Nanhai" Party building demonstration belt has officially started, further enriching the connotation of the "Guangfo Western Alliance". In addition, Liwan District, on the basis of good cooperation between "Linan" and the two places, implements the "Red Chain Western Union" project, which will deepen mutual trust between the two places and continuously expand cooperation. Following the general idea of "first try, orderly promotion, demonstration driven, and comprehensive docking", relying on the major party committees of the two regions' industrial chains as carriers, we will strengthen docking and cooperation, and use the "Litan" industrial interconnection, enterprise interaction, and supply-demand collision to help the two regions' industries develop together. We will further promote the interconnection and exchange of talents, information, technology, funds, and other elements, and promote deep integration and mutual benefit in industrial development between the two regions.
