On June 25, Kela PV Power Station, the world's largest and highest altitude hydro optic complementary power station, and the first phase of hydro optic complementary project of Yalong River Lianghekou Dam, was put into operation for power generation, and for the first time, the hydro optic complementary operation was upgraded to the level of million kilowatts. Kola Project is the first hydro photovoltaic complementary power station to be constructed in the clean energy base of the Yalong River basin during the "14th Five Year Plan" period, with an installed capacity of 1 million kilowatts. It is constructed in five sections at the same time. The project is located in Kela Township in the west of Yajiang County, with an altitude of 4000m to 4600m. The site area is approximately 16 million square meters, equivalent to 2000 standard football fields. It is reported that the oxygen content at the altitude where the project is located is 50% lower than that in plain areas. During the construction process, extreme weather events such as strong winds, heavy snowfall, and freezing occur frequently, coupled with high temperatures, hypoxia, and tight construction schedules, which pose a severe challenge to the project construction. In addition, the large temperature difference between day and night causes repeated freezing and thawing of the soil, forming a "frozen tofu" like structure that requires driving foundation piles into a half meter deep frozen soil layer. The project department has established an attack team and innovatively carried out the "drilling static pressure backfilling" method to consolidate and stabilize the originally loose "frozen tofu". It is understood that due to the instability, volatility, and intermittency of photovoltaic power generation, it has a certain impact on the safety of the power grid. To make it "stable", complementary water and light is a good solution. The electricity from Kera PV Power Station will be connected to the Lianghekou Dam, and then "bundled" to the power grid. Moreover, through a series of measures such as "photovoltaic+infrastructure", "photovoltaic+employment", and "photovoltaic+tourism", this project will drive the development of industries such as agriculture, animal husbandry, tourism, and transportation in ethnic areas, generating "photovoltaic+N" benefits.
