The report of the 20th National Congress of the Communist Party of China proposed the strategic task of accelerating the construction of a modern industrial system. Small and medium-sized enterprises are the most innovative group and an important force in building a modern industrial system based on independent innovation. Cultivating high-quality SMEs and accelerating their Digital transformation have become an important part of improving the Supply chain resilience resilience and elasticity of the industrial chain and helping the construction of modern industries. The Digital transformation of small and medium-sized enterprises in China still faces four major problems. First, the Digital transformation of small and medium-sized enterprises is in the early and middle stages, especially the transformation of small and medium-sized manufacturing enterprises. The fourth national economic census of 2608 small and medium-sized manufacturing enterprises shows that 89% of enterprises are still exploring the path of Digital transformation in the initial state, and only 3% of enterprises have completed the deep application of digital. Secondly, the digitalization level of enterprise core business is relatively low. The faster Digital transformation is more in the fields of office and information integration, but the core businesses such as intelligent manufacturing and production process are slowly promoted. Survey data shows that the average coverage rate of office networks in small and medium-sized manufacturing enterprises is close to 90%, but the proportion of digital equipment application in key processes is less than 45%, and less than 1% of enterprises can adopt intelligent technology to support core business development. Thirdly, the supply of critical software and hardware is constrained by human factors, resulting in high costs. 80% of industrial software in China comes from foreign-funded enterprises, and about 30% of key materials cannot be produced independently. 95% of specialized chips, over 70% of intelligent terminal processors, and the vast majority of storage chips need to be imported. High end robots heavily rely on imports, and key components such as reducers, servo motors, and controllers are controlled by Japan, Germany, Switzerland, and others. Fourthly, the foundation and conditions for the enterprise's own transformation are poor. Most small and medium-sized enterprises have missed the wave of computerization and internet development, and the networking rate and digitization degree of their production facilities are relatively low. Overall, they are still in the transition stage from mechanization and automation to digitization. In the short term, there are many obstacles and difficulties in transitioning from automation to digitization. The average equipment networking rate of most manufacturing industries is less than 40%. There are four reasons for the difficulty of Digital transformation of small and medium-sized enterprises. First, it is difficult to see the costs and benefits clearly, and it is difficult for enterprises to make decisions. Digitization involves systematic analysis, integration and planning of enterprise production, business, management and support systems, and implementation of informatization, automatic distribution and transformation, including single system construction, multi system integration and interconnection. The process is complex, with many clues and high personalized requirements, and Single point of failure may cause global problems. Enterprises need to continuously invest a large amount of funds and manpower, and also face the risk of transformation failure or minimal results. For small enterprises, production process optimization, process improvement, equipment update, production line change, and even production and business transformation may occur at any time, and large-scale digital investment is likely to become a Sunk cost. Secondly, there is a lack of qualified system solution suppliers. Under the wave of digitization, a large number of various system solutions and digital service providers have emerged, significantly increasing the screening and screening costs for small and medium-sized enterprises. The vast majority of service providers do not have a manufacturing background, making it difficult to provide service products that are deeply integrated with the core business of the enterprise.
