We should adhere to the principle of people first, adhere to Common prosperity, take improving people's wellbeing and promoting social equity as the fundamental starting point and foothold of the development of social security, improve the multi-level social security system that covers the whole people, balances urban and rural areas, is fair, unified, safe, standardized, and sustainable, constantly meet the multi-level and diversified needs of the people, and further strengthen the social security safety net, To provide more reliable and sufficient guarantees for the general public, and to make the achievements of reform and development more equitable and beneficial to all the people. Expand the coverage of social security. We will improve the social security system for flexible employees, expand the coverage of unemployment, work-related injury, and maternity insurance, and include more people in the social security system. Improve the policies for participating in insurance and assistance for disadvantaged groups, and strive to achieve full coverage of eligible individuals and legal persons. Further strengthen the mutual assistance and assistance function of social security, and strengthen the expansion of unemployment insurance coverage. Develop a multi-level and multi-pillar pension insurance system, and strive to achieve a sense of security, fulfillment, and enjoyment for the elderly. Promote the construction of urban and rural social security systems in a coordinated manner. Explore social security policies that adapt to large-scale population mobility and coordinate urban and rural areas. We will strengthen the connection between urban and rural social security systems, gradually narrow the gap between workers and residents, and between urban and rural areas in terms of financing and security benefits, and gradually increase the basic pension level of urban and rural residents. Enhance the fairness and unity of the social security system. Fully leverage the important function of social security as an income distribution regulator, and improve the national pooling system for basic pension insurance. We will improve the mechanism for raising funds and adjusting benefits for basic elderly care and basic medical insurance, and promote provincial-level coordination of basic medical insurance, unemployment insurance, and work-related injury insurance. Accelerate the improvement of a unified national social insurance public service platform, and enhance the level of equalization and convenience of social insurance public services.
