Since the beginning of this year, various regions have increased their efforts to attract foreign investment and accelerated the signing and implementation of foreign investment projects. In the first four months, the number of newly established foreign-funded enterprises in China has increased by 31.1% year-on-year, and the actual amount of foreign investment used has reached 499.46 billion yuan, an increase of 2.2% year-on-year. Among them, the actual use of foreign investment in the manufacturing industry increased by 4.1% year-on-year; The actual use of foreign investment in high-tech industries increased by 12.8% year-on-year. These projects have played a positive role in optimizing the industrial structure, promoting regional coordinated development, and helping to build a Dual circulation. Next, the National Development and Reform Commission will fully integrate the international high standard market rule system, promote the construction of a new system for a higher level of Open economy, and steadily expand the institutional openness of rules, regulations, management, standards, etc. Focus on carrying out three aspects of work. One is to launch a policy of greater investment attraction. On the basis of existing policies, the National Development and Reform Commission will study and introduce policies and measures to attract more foreign investment, optimize a fair competition environment, smooth the flow of innovative factors, and promote practical cooperation between domestic and foreign enterprises. The second is to reasonably reduce the negative list of foreign investment access. On the basis of evaluating the implementation effect of the negative list of foreign investment access in recent years, the National Development and Reform Commission will deeply understand the demands of local governments and foreign-funded enterprises to expand foreign investment market access, and study measures such as reducing the negative list of foreign investment access in Hainan Free Trade Port. Thirdly, we will further promote and provide services for foreign investment. The National Development and Reform Commission will continue to hold a series of international industrial investment cooperation activities, providing a platform for multinational corporations to invest in China and attract local investment, improving the mechanism of direct contact points for foreign-funded enterprises, unblocking communication channels, timely coordinating and solving problems and reasonable demands reported by enterprises, and providing convenience for enterprise investment and production and operation.
