China calls on all countries to create favorable conditions for ensuring food security

On the 23rd, Zhang Jun, the Permanent Representative of China to the United Nations, called on all countries to persevere in resolving disputes peacefully through dialogue, negotiation, good offices, and other means, to help conflict areas achieve peace and stability as soon as possible, and to create favorable conditions for protecting civilian safety and ensuring food security. On the same day, Zhang Jun stated at the Security Council's open debate on food security and the protection of civilians in armed conflict that civilians are the biggest victims of armed conflict, and the food crisis has further exacerbated the humanitarian situation, exacerbating the plight of civilians. China calls on the parties to the conflict to comply with the requirements of Security Council resolutions 2417 and 2573, effectively fulfill their obligations to protect civilians under international humanitarian law and other international laws, focus on caring for vulnerable groups such as women and children, and ensure safe and unhindered humanitarian access. All countries should follow the direction indicated by the purposes and principles of the United Nations Charter, advocate cooperation, oppose confrontation, and create an environment for peace. Zhang Jun said that China calls on traditional donors to increase their efforts and provide more food and emergency humanitarian aid to countries in need. Aid should not be used as a political lever, should not be subject to any conditions, nor should selective aid be used. Instead, the humanitarian needs of all recipient countries should be treated fairly. The long-term seizure of Afghan overseas assets by the United States has artificially exacerbated the humanitarian crisis in Afghanistan. China urges the US to carefully listen to the strong voices of the Afghan people and the international community, and to return assets belonging to the Afghan people as soon as possible to address humanitarian challenges such as food shortages in Afghanistan. Zhang Jun stated that the Black Sea grain export agreement has recently been extended again, which is conducive to ensuring international food supply, and China welcomes this. It should be pointed out that food, as an international commodity, has become highly financialized. The main driving factor behind the significant increase in grain prices in this round is the unconventional quantitative easing monetary policies of some countries in recent years. China urges relevant countries to attach great importance to their spillover effects when formulating monetary policies, take into account the interests and feelings of developing countries, and avoid artificially distorted and abnormal fluctuations in food prices. At the same time, China firmly opposes the weaponization of economic interdependence, unilateral sanctions, decoupling and chain breaking, suppression of foreign enterprises, and attacks on important cross-border infrastructure. Zhang Jun said that China calls on relevant countries to change subsidy policies and reduce the impact on agricultural product markets in developing countries. The Security Council should coordinate security and development, pay attention to the issues of agriculture, rural areas, and farmers in the process of building peace, and help the countries involved strengthen capacity building to resolve the food crisis from the source. The United Nations Food and Agriculture Organization, development agencies, and international financial institutions should leverage their respective advantages, widely mobilize international resources, deepen international cooperation, and provide more funding, technology, talent training, management experience, and other support for post-conflict and developing countries.
