China urges both parties to the conflict in Sudan to cease fire as soon as possible and resolve their differences through dialogue and negotiation

2023-05-23

On the 22nd, Dai Bing, the Deputy Permanent Representative of China to the United Nations, stated during the Security Council's consideration of the Sudan issue that as a good friend and partner of Sudan, China sincerely hopes that both parties to the conflict can prioritize national peace and the well-being of the people, cease fire and end the war as soon as possible, and resolve differences through dialogue and negotiation. Dai Bing stated that it has been more than a month since the outbreak of armed conflict in Sudan, and the flames of war are still lingering in many places. The number of casualties continues to rise, and the humanitarian situation continues to deteriorate. China is deeply saddened by this. China has noticed that both parties to the conflict have reached temporary ceasefires multiple times and signed the "Short Term Ceasefire and Humanitarian Arrangements Agreement" in the Saudi Arabian port city of Jeddah on the 20th. The urgent task is to ensure the implementation of relevant commitments, effectively protect the safety of civilians and civilian facilities, and provide safety guarantees and work convenience for humanitarian rescue and personnel evacuation. China hopes that the two parties to the conflict will continue the momentum of dialogue, strive to reach a more lasting ceasefire plan and political arrangements, and push Sudan's national development back on track. Dai Bing said that China appreciates and supports the key role played by regional organizations such as the Arab League, the African Union, the East African Intergovernmental Authority on Development (IGAD) and relevant countries in promoting peace and talks, and calls on the United Nations and international partners to support and cooperate with the efforts of regional organizations and provide necessary time and space for regional mediation. The development of the situation in Sudan once again indicates that solving the Sudan issue requires finding a solution from within. External intervention and unilateral sanctions not only cannot solve the problem, but also exacerbate conflicts and exacerbate political and social crises. The international community needs to draw lessons. Relevant parties should carefully reflect and not further expand unilateral sanctions, as they are going further and further on the wrong path. Dai Bing said that since the conflict, the already fragile economic and humanitarian situation in Sudan and neighboring countries has become even more worrying. According to United Nations data, the conflict has caused over 700000 people to be internally displaced, over 200000 people to flee to neighboring countries, and approximately 25 million people in need of humanitarian assistance. China appreciates Sudan's neighboring countries for overcoming difficulties and accepting a large number of Sudanese refugees, and calls on the international community to increase assistance to Sudan and its neighboring countries to alleviate the spillover effects of the conflict on regional countries. China supports communication and coordination between the United Nations and Sudan and its neighboring countries on humanitarian issues, helps regional countries strengthen their response capabilities, and alleviates humanitarian pressure.
