Recently, emergency equipment related to urban aviation rescue, ruins search and rescue, road power communication repair and communication, and disaster rescue were all unveiled in the 2023 earthquake relief comprehensive practical exercise held in Muchuan County, Leshan City, Sichuan Province, Ningnan County, Liangshan Prefecture, and other places. On the occasion of the 15th National Day for Disaster Prevention and Reduction and the 15th anniversary of the Wenchuan earthquake, looking back on the past and looking forward to the future, how can technological strength support high-quality development of earthquake prevention and reduction? On May 11th, the author interviewed relevant departments and research institutions regarding this matter. In September 2022, at the disaster relief site of the Luding 6.8 magnitude earthquake in Ganzi Prefecture, Sichuan, the twin tailed Scorpion unmanned aerial vehicle was deployed with optoelectronic reconnaissance pods and airborne base station equipment, with a total of 5600 users accessing the communication network. In Sichuan, constantly upgraded disaster relief equipment is becoming a "sharp tool" for post disaster emergency rescue. In February 2022, the Sichuan Provincial Communications Management Bureau launched the "Large High Altitude Full Network Emergency Communication Unmanned Aerial Vehicle Platform" project, and in July of that year, the twin tailed Scorpion drone was used at Ganzi Kangding Airport at an altitude of 4238 meters, completing the world's first "practical" test of carrying aerial base stations to achieve full network emergency communication in complex natural environments and real emergency conditions such as "high altitude" and "no signal" areas. In the Wenchuan earthquake rescue 15 years ago, we mainly relied on emergency communication vehicles, satellite phones, and manpower to repair base stations and connect optical cables to restore communication, which took a long time and was difficult to work. Nowadays, with only drone equipment, communication in the disaster area can be restored, "said the relevant person in charge of the Sichuan Provincial Communications Management Bureau. In addition to "speeding up" communication rescue, new emergency relief equipment is widely used to assist in searching and rescuing trapped people in earthquake areas. In the 2022 Luding earthquake relief, MIMO radar human target recognition and positioning equipment and multimode fusion life detector achieved three-dimensional positioning of multiple targets and wirelessly transmitted radar echoes, images, and sound information to handheld terminals, allowing rescue personnel to conduct comprehensive judgment and analysis, effectively overcoming the technical shortcomings of single sensor detection. Sending earthquake warning information one second early and spreading it one kilometer more is of immeasurable importance for saving lives. Looking back at the development of China's earthquake warning industry in the past 15 years, Wang Tun, a professor at Sichuan University, director of the Sichuan Key Laboratory of Earthquake Warning and Multi disaster Early Warning Information Technology, and director of the Chengdu High tech Disaster Reduction Research Institute, said that since 2010, the institute has cooperated with emergency departments Seismological departments jointly built a continental earthquake warning network covering 2.4 million square kilometers of China, and successfully warned 76 destructive earthquakes, including the Sichuan Lushan earthquake of magnitude 7 in 2013 and the Jiuzhaigou Valley Scenic and Historic Interest Area earthquake of magnitude 7 in 2017.
