As more and more Hong Kong students choose to pursue further education in the mainland, the "Mainland University Scholarship Program" in Hong Kong is expected to benefit approximately 4500 people this academic year, with a funding amount of HKD 63 million. The "Mainland University Scholarship Scheme" is a funding scheme provided by the Hong Kong Education Bureau for students who wish to pursue bachelor's degree programs in mainland China. According to a report from Hong Kong's 01 website on May 10th, data from the Legislative Council shows that the number of beneficiaries of the program has steadily increased in recent years, from 3147 in the 2018/19 academic year to 4422 in the 2021/22 academic year. The total number of students who have completed the 2022/23 academic year as of early March is 4193, with approximately 700 applications currently being processed. The Hong Kong Education Bureau estimates that the final number will reach approximately 4500. In addition, the funding amount of the plan has increased from HKD 40 million in the 2018/19 academic year to HKD 56 million in the 2021/22 academic year. The funding amount for this academic year as of early March is HKD 58 million, and it is estimated that after completing the remaining applications, it will reach HKD 63 million. The main purpose of the "Mainland University Scholarship Program" is to provide support to Hong Kong students who go to mainland China to pursue further studies and pursue bachelor's degree programs, ensuring that they do not become unable to access higher education opportunities due to financial difficulties. The subsidy plan includes two parts, namely "income review subsidy" and "income free review subsidy". Eligible applicants can only accept either option within the same academic year, and there is no quota limit for the program. For example, in the case of 'income review subsidy', students need to meet the following qualifications: have the right of abode or entry to Hong Kong, or come to Hong Kong with a one-way pass to receive and complete high school education in Hong Kong, and are currently pursuing a bachelor's degree program at 191 designated mainland universities in the 2022/23 academic year. The relevant subsidies are divided into three categories based on the distance between the location of the institution and Hong Kong: less than 450 kilometers, the full subsidy after income review is HKD 17700, and the exemption from income review is HKD 5900; 450-1000 kilometers, with a full subsidy of HKD 18400 after income review and HKD 6200 for exemption from income review; Over 1000 kilometers, these two funding amounts are HKD 19400 and HKD 6500 respectively. According to the 2022 Statistical Survey on the Pathways for Sixth Year Middle School Students by the Hong Kong Education Bureau, the mainland has become the top choice for bachelor's degree programs outside of Hong Kong for sixth year high school graduates since 2019. In 2022, a total of 1869 Hong Kong Sixth School students chose to study in mainland China, accounting for 39% of the total. On May 8th, the "Hong Kong Mainland Education Resource Service Center" jointly promoted by the Hong Kong charity "Youth New World" and the mainland Hong Kong student organization "Star Student Union" was officially established. The center is located at Chai Wan Youth Square and aims to provide Hong Kong students with a one-stop mainland education guidance service. It provides support from the latest mainland education information to the career development of Hong Kong students after graduation, establishes a comprehensive career planning system, and assists Hong Kong students in finding diverse ways out.
