Data shows that in the first quarter of this year, there were 2.039 million new private enterprises established nationwide, of which 829000 were newly established in the "Four New" economy. As of the end of March, there were over 20 million registered private enterprises in the "Four New" economy nationwide. The "Four New" economy maintains a strong development trend and has become a new driving force for promoting the development of private economy. The "four new" refer to new technologies, industries, formats, and models. With the help of technologies such as cloud computing, big data, the Internet of Things, and artificial intelligence, the "four new" economy has been widely covered and integrated in the primary, secondary, and tertiary industries, expanding market space and forming new growth points. For private enterprises, the "four innovations" are important levers for their own transformation and upgrading. Private enterprises continuously research and develop new technologies, create new products, enter new fields, form new industries, new formats, and new models, thereby enhancing the endogenous driving force of development and improving market competitiveness. From a larger perspective, private enterprises account for 92.3% of the total number of enterprises in China, making them the driving force for high-quality development. The vigorous development of the "four new" by private enterprises is of great significance for optimizing industrial structure and achieving the transformation of old and new driving forces. Private enterprises have unique advantages in developing the "four new". The "Four New" economy cannot do without innovation, nor can it be driven by high growth enterprises such as Gazelle, Hidden Champions, and Unicorn. In recent years, the innovation quality and technological level of private enterprises in China have significantly improved, contributing more than 70% of technological innovation achievements. They account for over 80% of the national level specialized, refined, and innovative "little giants" enterprises, and are important entities and active forces in promoting innovation. At the same time, the "four new" economy is market-oriented, and private enterprises have high decision-making efficiency and flexible operating mechanisms, which can quickly discover market demand. Private enterprises have a good foundation for vigorously developing the "Four New" economy, and the continuous optimization of the business environment has stimulated the enthusiasm of private investment. Private enterprises have shown active performance in the "Four New" economic field. Since the 18th National Congress of the Communist Party of China, the number of private enterprises in China's "Four New" economy has been increasing year by year, with a growth rate higher than the overall growth level of enterprises during the same period. The "Four New" has accelerated the release of its "multiplier" effect on the development of private economy. It should be noted that the "four new" economy is still in the embryonic exploration stage. Private enterprises have a weak ability to conduct basic research and innovation, and lack professional talents. In addition, the external environment needs to be improved and improved, policy formulation is relatively lagging, and phenomena such as regulatory oversight and offside still exist to varying degrees. To bring greater momentum to the development of the private economy through the "Four New" initiative, we need to strengthen the dominant position of enterprises in scientific and technological innovation, support private enterprises in leading the formation of industry, academia, and research innovation consortia, and give private enterprises more resources and discourse power. Through financial and tax incentives, fund subsidies, and other means, we encourage private enterprises to enhance their innovation drive, increase research and development investment, and guide them to take a path of specialized, refined, and innovative development. To bring greater momentum to the development of the private economy through the "four new" policies, we need to continue to deepen the reform of "delegating powers, regulating powers, and providing services", relax access and lower barriers, establish an inclusive and prudent law enforcement and supervision mechanism for the "four new" economy, fully mobilize market vitality, and at the same time, increase sensitivity and vigilance to potential risks in the "four new" fields, strengthen risk management capabilities, and safeguard the development of the new economy.
