With the end of the National Intellectual Property Promotion Week in 2023, under the cultural atmosphere of respecting knowledge, advocating innovation, and being honest and law-abiding in intellectual property, intellectual property finance, as a new type of financial industry, has made significant progress in recent years and has received widespread market attention. Based on the beneficial attempts of the China National Intellectual Property Administration in the field of intellectual property finance, several banking institutions have innovatively launched projects such as patent loans, and innovative models of intellectual property financial services have emerged. At the same time, the SaaS service providers of scientific and technological innovation big data have deeply participated in the online evaluation of intellectual property value, making intellectual property a true asset element. All parties work together to smooth the transfer of "intellectual property" to assets, and improve the efficiency of financial service technology innovation. Industry insiders say that through professional intellectual property evaluation and other means, intellectual property finance helps science and technology innovation enterprises utilize intellectual property assets, solve financing difficulties for science and technology innovation enterprises, and assist in high-quality development of science and technology innovation enterprises. It is understood that intellectual property finance has entered the fast lane of development. In recent years, the Central Committee of the Communist Party of China and the State Council have issued a series of important documents clarifying the key direction for deepening the development of intellectual property finance. New forms of intellectual property finance in China are also constantly emerging. In 2021, the Central Committee of the Communist Party of China and the State Council issued the "Outline for Building a Strong Intellectual Property Country (2021-2035)", which clearly stated that "actively and steadily develop intellectual property finance, improve intellectual property pledge information platforms, encourage the development of various types of intellectual property mixed pledges and insurance, and standardize the exploration of innovative intellectual property financing models". In the same year, the "14th Five Year Plan for the Protection and Application of National Intellectual Property Rights" (Guo Fa [2021] No. 20) clearly stated "encouraging innovation in financial products such as intellectual property insurance and credit guarantees, fully leveraging the role of finance in supporting intellectual property transformation," and "expanding value-added services such as intellectual property investment and financing, insurance, and asset evaluation. The report of the 20th National Congress of the Communist Party of China further emphasized that "strengthening the legal protection of intellectual property rights and forming a basic system to support comprehensive innovation" is a clear requirement for intellectual property work and an important deployment for the development of intellectual property cause. In November 2022, the People's Bank of China and eight other departments issued the overall plan for the construction of the Science and Technology Innovation Financial Reform Pilot Zone and other related policies, marking the rapid development of intellectual property finance. Since this year, the China National Intellectual Property Administration has issued the Annual Work Guidelines for Promoting the High Quality Development of Intellectual Property (2023), which further requires the implementation of the special policy of intellectual property to help the development of small and medium-sized enterprises that are "specialized, refined and innovative", the research and development of policies related to intellectual property insurance, and the development of financial services such as intellectual property pledge financing. "At present, intellectual property financial services include pledge financing, securitization, insurance, fund, trust and other related modes", Li Cheng, deputy secretary of the Party Committee and deputy general manager of Intellectual Property Publishing House Co., Ltd.
