Urge the online ride hailing aggregation platform and cooperative online ride hailing platform companies to truthfully provide passengers with vehicle license plates and basic driver information, and promptly and properly handle inquiries and complaints from passengers and drivers. If a passenger suffers damage due to a safety responsibility accident and requests the ride hailing aggregation platform to bear the liability for compensation in advance, the ride hailing aggregation platform shall bear the relevant responsibility. The notice requires that online ride hailing aggregation platforms and cooperative ride hailing platform companies that engage in illegal and irregular activities should be publicly exposed. To supervise the implementation of requirements such as clear pricing, the ride hailing aggregation platform shall not interfere with the price behavior of ride hailing platform companies, and shall not directly participate in vehicle scheduling and driver management. The notice emphasizes that local transportation authorities should actively and regularly disclose the issuance of business licenses for local ride hailing platform companies. The ride hailing aggregation platform and cooperative ride hailing platform companies shall, in accordance with relevant regulations, transmit real-time operational information data related to ride hailing to the ride hailing supervision information exchange system. Strict data security protection and management should be implemented, and effective measures should be taken to prevent personal information leakage, damage, and loss of drivers, riders, and passengers. Industry insiders believe that ride hailing aggregation platforms do not directly assign drivers and vehicles, and do not participate in the pricing of ride hailing platforms. Therefore, the services provided by ride hailing aggregation platforms are only information services. The ride hailing platform directly uses vehicles and drivers, and provides passenger transportation services, and should bear the responsibility of the carrier.
