In order to implement the carbon neutrality strategy of carbon peak, help enterprises improve their ability to respond to the international rules of green trade, achieve "internal and external unblocked", and improve the low-carbon competitiveness of products, on the afternoon of April 25, the "Guangdong Hong Kong Carbon Label Mutual Recognition Signing Ceremony and the Greater Bay Area Round Table Dialogue on Responding to the International Rules of Green Trade" was held online and offline at the same time during the Canton Fair. The event was co sponsored by the Carbon Label Special Committee of the Guangdong Provincial Low Carbon Development Promotion Association, the Hong Kong Chinese Manufacturers' Federation and the China Foreign Trade Center, undertaken by the China Quality Certification Center and the Manufacturers' Association Industrial Development Fund Co., Ltd., the Chinese Academy of Sciences Guangzhou Energy Research Institute, Guangzhou Cyber Certification Center Service Co., Ltd., Guangdong Climate Center, Guangdong University of Technology, Guangdong Academy of Environmental Sciences Jointly organized by Guangzhou Carbon Emission Trading Center, Guangdong Energy Research Association, and others. Government departments such as the Guangdong Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Market Supervision Bureau, the Provincial Department of Commerce, and the Provincial Council for the Promotion of International Trade, as well as technical institutions in the green and low-carbon field, as well as representatives of various industry associations and enterprises, attended the event, with nearly 200000 participants online and offline. According to the introduction at the event, Guangdong, as a major province in foreign trade, has ranked first in the country for 37 consecutive years in terms of foreign trade scale. With the increasingly complex international climate negotiations, more and more European and American countries are accelerating the implementation of green trade policies such as carbon border adjustment mechanisms, which will have a significant impact on Guangdong Province's foreign trade exports in the future. Establishing a carbon labeling system in Guangdong, helping enterprises improve their ability to respond to international green trade rules, and promoting high-quality economic development in Guangdong, is an important lever for Guangdong Province to respond to the uncertainty of the external environment with high quality, and is an important measure for Guangdong Province to implement the dual carbon strategy. Last year, Guangdong Province released the country's first provincial-level carbon label during the National Low Carbon Day event and issued the first batch of Guangdong carbon label certificates to 10 well-known enterprises. The current scope of Guangdong carbon labels includes various types of products such as electronics, electrical appliances, petrochemical, lighting, and paper products. The event was delivered by representatives from the Guangdong Provincial Low Carbon Development Promotion Association and the Hong Kong Chinese Manufacturers Federation. The event invited Professor Duan Maosheng from Tsinghua University to analyze the EU's carbon border regulation mechanism, and representatives of Guangdong Hong Kong carbon labeling institutions introduced the construction of carbon labeling mechanisms in Guangdong and Hong Kong, as well as the concept of carbon label mutual recognition between Guangdong and Hong Kong. Under the joint witness of the attending guests, the Guangdong Carbon Labeling Special Committee and the Hong Kong Chinese Manufacturers Federation signed a memorandum of understanding on joint cooperation in promoting mutual recognition and cooperation of carbon labels between Guangdong and Hong Kong. This event marks a milestone in the construction of the carbon labeling system in Guangdong Province and the mutual recognition of carbon labels between Guangdong and Hong Kong. Next, the carbon labeling agencies in the two regions will collaborate to develop detailed rules for the mutual recognition of carbon labels between Guangdong and Hong Kong, and carry out the implementation of mutual recognition for typical products. The signing ceremony for carbon label mutual recognition between Guangdong and Hong Kong was held during the Round Table Dialogue on International Rules for Green Trade in the Greater Bay Area. The event also invited experts from the green and low-carbon fields and representatives of Guangdong and Hong Kong enterprises to discuss the international rules and response actions for green trade faced by enterprises under the background of the dual carbon policy.
