On April 23rd, the website of the Central Commission for Discipline Inspection and the National Supervisory Commission announced that five management personnel of central enterprises are undergoing disciplinary review and supervisory investigation. This is the sixth batch of state-owned enterprise management personnel under review and investigation information released by the Central Commission for Discipline Inspection and the National Supervisory Commission since March 16 of this year, releasing a strong signal of continuously deepening the rectification of corruption in the field of state-owned enterprises, increasing efforts to investigate and handle cases, and being strict to the letter and strict to the end. State owned central enterprises are stabilizers and ballast stones of the national economy. They shoulder important responsibilities in accelerating the construction of a new development pattern and promoting high-quality development. They play an important role in serving and safeguarding national development strategies, preventing and resolving major economic and financial risks. The Central Committee of the Communist Party of China has always attached great importance to the construction of Party conduct and anti-corruption work in state-owned enterprises. Since the 19th National Congress of the Communist Party of China, the Central Commission for Discipline Inspection and the National Supervisory Commission have successively investigated and dealt with more than 20 cases of middle-level management cadres in state-owned enterprises, including Sun Bo, Hu Wenming, Yun Citizen, Luo Jiahui, Yin Jiaxu, Xie Changjun, Li Guohua, and others. Since 2020, the Central Commission for Discipline Inspection has made deployment and promotion of anti-corruption work in state-owned enterprises as a key task for four consecutive years. At the second plenary session of the 20th Central Commission for Discipline Inspection, state-owned enterprises were designated as a key area for anti-corruption and strengthened deployment, emphasizing the resolute cleaning up of high-risk, systemic, and regional corruption. Key areas and key efforts - as the supervision and inspection office for contacting state-owned state-owned enterprises, the Fourth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the National Supervision Commission resolutely implements the deployment of the Second Plenary Session of the 20th Central Commission for Discipline Inspection, focuses on key targets, and prioritizes those who do not stop or act recklessly since the 18th National Congress of the Communist Party of China. It also focuses on key links such as major projects, material procurement, mergers and acquisitions, restructuring, and mixed reform of state-owned enterprises, and focuses on relying on enterprises to eat enterprises, related party transactions We will resolutely crack down on stubborn problems such as rent seeking and profit transmission, and seriously investigate and deal with a number of typical cases. Since the beginning of this year, the Central Commission for Discipline Inspection and the National Supervisory Commission have successively notified six batches of state-owned enterprise management personnel, including former members of the Party Group and Deputy General Manager of the State Power Investment Corporation, and Xia Zhong, Deputy Secretary and Vice Chairman of the Party Committee of the China Electric Power Enterprise Federation, of the information they have received from the review and investigation. This is a concentrated manifestation of the effectiveness of deepening the rectification of corruption in the field of state-owned enterprises. Higher standards in key areas - Currently, the situation of party conduct, clean governance, and anti-corruption struggle in state-owned and central enterprises is still severe and complex. One important reason why some central enterprises have exposed many issues of responsibility, work style, and corruption is that the strict tone of these enterprises has not yet been truly formed. Centralized notification is to strengthen political consciousness, establish a clear direction against corruption, continuously release strict signals, and strengthen a strict atmosphere. From a practical perspective, some enterprise leaders have a mentality of covering up their ugliness and protecting their shortcomings, and they conceal and speak vaguely about the corruption cases investigated and dealt with; Some enterprises have inconsistent publication subjects and no standard hierarchy of publication objects after investigating and handling cases; Some enterprises have prominent issues such as delayed release time and non-standard approval procedures. Focusing on solving the problems existing in the release of information by the discipline inspection and supervision institution of state-owned enterprises, the Fourth Supervision and Inspection Office of the Central Commission for Discipline Inspection and the State Supervision Commission takes the centralized, unified and standardized release of information on the examination and investigation of state-owned enterprises' management personnel as an important starting point, explores the establishment of a centralized release mechanism for information on examination and investigation, and distributes the information to institutions in batches
