Accelerate the improvement of the urbanization quality of rural migrant workers in counties

At the beginning of this year, 9 departments including the Ministry of Human Resources and Social Security jointly issued the "Notice on Promoting the Quality of Citizenization of County-level Migrant Workers". Recently, multiple regions have deployed actions to improve the quality of urbanization of rural migrant workers in counties, focusing on key tasks such as improving the quality of employment and entrepreneurship, enhancing skill levels, strengthening labor rights protection, and strengthening public service supply. In response to the changing trend of rural migrant worker mobility in counties, the quality of urbanization of rural migrant workers has been effectively improved. County is an important hub connecting rural and urban areas, and also an important carrier of future urbanization. With the deepening of the new urbanization and rural revitalization strategy, the trend of migrant workers returning to the main labor export areas is obvious, and the employment radius of local migrant workers has extended from "towns" to "counties". However, although the restrictions on county level mobile registered residence registration have been lifted, the willingness of migrant workers to settle down has not been significantly enhanced. The reason for this is that factors such as weak industrial agglomeration in the county, lagging infrastructure and public services in the county, and slow progress in urban-rural reform have all affected the willingness of migrant workers to settle down. The families of migrant workers who have stable employment in the county have not yet truly enjoyed equal access to housing security, pension insurance, children's enrollment and other "same city" treatment, which also leads to low accessibility of migrant workers' "whole family urbanization". Therefore, the key to further improving the quality of urbanization of rural migrant workers in the county is to solve the three major problems of "difficulty in stable employment, difficulty in decent living, and difficulty in settling down with peace of mind". Emphasis should be placed on highlighting the accuracy and effectiveness of county-level migrant worker employment and entrepreneurship support actions. We should focus on improving employment absorption, vigorously develop labor-intensive industries such as green food, clothing processing, and commercial circulation, and actively develop commercial complexes, new professional markets, logistics bases, and agricultural product circulation enterprises; Accelerate the high-end, intelligent, and green transformation of county-level industries, focus on creating characteristic industrial clusters, and build a number of small and micro industrial parks, ecological industrial parks, and intelligent manufacturing bases; Accelerate the multi-functional development of rural areas, promote the transformation of farmland into scenic areas, labor into experiences, and rural houses into guest rooms, so that migrant workers who return to their hometowns for entrepreneurship and nearby employment can stay, stay stable, and be wealthy. On this basis, in response to the needs of industrial development, we will focus on new professions and new types of work, expand new models of skill enhancement, establish a skill training system that combines classroom education, practical training guidance, and technology promotion, improve the human capital enhancement mechanism of skill entrepreneurship training, county characteristic industries, and agricultural industrialization, and continuously improve the stable employment ability of migrant workers. Efforts will be made to enhance the carrying capacity and inclusiveness of high-quality development in the county for the urbanization of migrant workers. Firstly, equal emphasis should be placed on improving the level of county-level governance. Focusing on industries that are "unique and strong", functions that are "concentrated and integrated", forms that are "small and beautiful", and systems that are "new and dynamic", we will create historical and cultural, suburban leisure, emerging industry, and high-end manufacturing characteristic towns tailored to local conditions, and cultivate and form urban-rural characteristic industrial clusters. At the same time, we will coordinate county construction and governance, promote the reform of power expansion and town strengthening, and develop small and medium-sized towns with distinctive industrial characteristics, complete facilities and services, and begin to function as Urban morphology. Secondly, advancing both quantity and quality to break the bottleneck of public services.
