The newly revised "Regulations on conscription work" (hereinafter referred to as the "Regulations"), approved by the State Council and the Central Military Commission, have been announced recently and will come into effect on May 1, 2023. Recently, leaders of the National Defense Mobilization Department of the Central Military Commission answered questions from reporters regarding the revision of the Regulations. Q: After the newly revised "Regulations" were introduced, they have received widespread attention from all sectors of society. What is the main background and considerations for the revision of the Regulations this time? Answer: The "Regulations" are important basic regulations for China to carry out conscription work in accordance with the law. Since the issuance of the State Council and the Central Military Commission on October 24, 1985 and the revision on September 5, 2001, they have played an important role in ensuring the smooth implementation of conscription work and improving the quality of conscription. With the rapid development of the economy and society, and the deepening of national defense and military reform, the conscription work environment has undergone profound changes. In order to adapt to the new situation, new tasks, and new requirements, a new round of revision work of the Regulations has been initiated in accordance with the deployment arrangements for military policy and system reform. This revision is mainly based on three considerations: first, implementing specific measures made by the Central Committee of the Communist Party of China. President Xi attaches great importance to conscription work. Since the 18th National Congress of the Communist Party of China, important instructions have been issued multiple times, pointing out the direction and providing guidance for conscription work in the new era. The Central Committee of the Communist Party of China and the Central Military Commission have clearly proposed to deepen major policy and institutional reforms such as the military service system. As an important component of the military service system reform, conscription work urgently needs to be implemented through the revision of the Regulations. The second is to adapt to the inevitable requirements of deepening the reform of national defense and the military. Following the legislative process, they successively completed project approval, expert evaluation, article modification, public solicitation of opinions, legislative review, and other work, which lasted for nearly 4 years.
