Enhancing the resilience and security level of the industrial chain supply chain through open cooperation

The report of the 20th National Congress of the Communist Party of China pointed out that efforts should be made to improve the resilience and security level of the industrial chain supply chain. This has significant strategic significance for China to maintain economic security and promote high-quality development. In the past, people focused more on industrial globalization and efficiency oriented industrial layout. Now, people mainly focus on industrial chain supply chain security and safety oriented industrial layout. The recent Boao Forum for Asia 2023 Annual Conference and China Development Forum 2023 Annual Conference have both listed industrial chain supply chain as an important topic. Developed Western countries have always attached great importance to the security and stability of industrial and supply chains. In 2012, the United States released a white paper titled 'National Strategy for Global Supply Chain Security'. Affected by the COVID-19 and the Russia-Ukraine conflict, developed countries have paid more attention to the security and stability of the industrial chain supply chain, and constantly promoted localization, nearshore, ally and diversified development. As a result, the global industrial and supply chains are accelerating their restructuring. In addition, in order to curb China's development, the United States is continuously increasing its efforts to "decouple", and multinational corporations are exploring the implementation of the "China+1" strategy, further exacerbating the risk of "chain breakage" in China. Nevertheless, China has the world's most complete industrial chain and a super large market. As long as we maintain strategic focus and continue to deepen open cooperation, we can continuously improve the resilience and security level of the industrial chain supply chain. On the one hand, the prosperity of the world cannot be separated from China. According to the World Bank's WDI database, from 2013 to 2021, China's average contribution rate to world economic growth reached 38.6%, which is 12.9 percentage points higher than the total contribution rate of the Group of Seven countries, and is the first driving force behind world economic growth. Despite the impact of the epidemic, according to preliminary calculations by the National Bureau of Statistics, China's contribution rate to world economic growth in 2022 is close to 20%, which remains an important engine and stabilizing force for world economic growth. With the rebound of China's economic recovery after the epidemic, the President of the International Monetary Fund (IMF), Christina Georgieva, believes that the contribution rate of China's economy to the world economy will reach or even exceed one-third in 2023. IMF analysis also shows that for every 1% increase in China's GDP, it will drive the economic growth of other Asian countries by 0.3%. It can be seen from this that economic and trade exchanges with China will inevitably benefit itself. On the other hand, China's development cannot be separated from the world. Industry chain supply chain security is a unique issue in an open economy, but joining the global division of labor and integrating into the world economy is a historical direction. A closed economy cannot solve development problems, let alone security issues, and backwardness is the biggest insecurity. Only by persisting in expanding openness, strengthening external cooperation, and forming a supply chain form where there is one in each other and one in each other, can we ensure the autonomy and controllability of the industrial chain, so that the other party cannot easily cut off supply. In addition, strengthening independent innovation and mastering core technologies can not only solve the "bottleneck" problem in the industrial chain, but also form local technological advantages and industrial countermeasures, which is a key guarantee for the safety of the industrial chain supply chain. However, independent innovation is not a closed door innovation, as closed door innovation will only widen the gap with international advanced levels. Only by adhering to expanding openness can we achieve technological progress and upgrading in cooperation and competition. Further deepen regional exchanges and cooperation.
