On April 4th, the Guangzhou Municipal Bureau of Planning and Natural Resources issued the "Notice on Further Optimizing the Approval Service Mechanism, Benefiting Enterprises and the People, and Promoting Economic and Social Development Measures (Second Batch)" (hereinafter referred to as the "Several Measures"). This is the second batch of "32 Measures" for Benefiting Enterprises and the People launched by Guangzhou after the "22 Measures" for Enterprise Assistance and Relief in December 2022. The "Several Measures" further optimize the planning resource approval service mechanism, support the development of the real economy, support the development and construction of above ground and underground spaces, and encourage the construction of public parking facilities, "future communities", "healthy housing", etc. The "Several Measures" for Improving the Efficiency of Planning Resource Approval Services clearly stipulate that land transfer fees should be paid based on the planned building area. The building area for which land transfer fees are paid should be adjusted from the previously measured building area of the house to the planned building area. After completing the verification of planning conditions, the construction unit can handle land transfer fee verification (i.e. land verification) and make up for the land transfer fees. There is no need to wait until the actual measurement of the building area is completed, It can save 90-120 working days for the construction unit. A major highlight of this "32 Article" is to further reduce matters, optimize processes, and improve the efficiency of planning resource approval services. It is worth noting that the "Several Measures" stipulate that non natural persons can access real estate registration information through WeChat. Non natural persons (legal persons or unincorporated organizations) can query the real estate registration information under their names through the WeChat official account of "Guangzhou Real Estate Registration", without the need to run the registration data query window on site, further improving the convenience of query. The "Several Measures" clearly stipulate the integration of verification and registration. For construction projects that meet the conditions, after the project is completed and joint surveying and mapping results are obtained, the construction unit can apply for joint acceptance of construction projects, land verification (verification of land transfer fees), and the first registration of house ownership, further saving time and cost for enterprises. According to the "Several Measures", Guangzhou will support the supply of new industrial land, optimize the formulation of transfer starting prices, and increase the types of industries supported by tourism and new entertainment land; The starting price for the transfer can be evaluated in two ways and comprehensively formulated, which is conducive to reducing the cost of enterprise land use, promoting project implementation, and supporting the development of postal facilities, education, sports, public culture, medical and health, social welfare facilities, tourism, culture and other industries. In addition, Guangzhou plans to expand the scope of application of the supplementary payment standard for land transfer fees for for-profit scientific research and design. In the past, for profit-making scientific research and design land projects that have been transferred, the transfer fee was charged at 50% of the approved transfer fee for adjusting the planned plot ratio and adjusting the building area of the planned capacity. After optimization, if the planned plot ratio, land use and the building area of the designed capacity are adjusted, the supplementary transfer fee will be charged at 50% of the verified transfer fee, which reduces the cost of land use for enterprises and encourages the development and construction of for-profit scientific research and design projects. Guangzhou plans to reduce the proportion of land transfer fees for underground space development and construction, optimize the payment process of land transfer fees for underground space, and optimize the supply methods of air corridors and underground connections.
